I'~ .

I'"

the endangered southwestern willow flycatcher and endangered fish, especially young
razorback suckers. Emphasize use of native plant species. Measures. might include: create
species-specific production habitat; improve drainage features; remove or modify dikes and
levees, construct shallow water impoundments with adjacent wetlands; grow crops to provide
food and cover for a variety of wildlife species; place species-specific nesting boxes; and
preserve snags. ,

. Seek non-Federal partners to develop and manage habitat replacement areas.
Reclamation, in consultation with others, should complete development plans within a year of
acquisition. Reclamation should also review/approve all designs and work plans to minimize
short-tenn costs of development and long-tenn maintenance costs.

. Explore opportunities to coordinate with other projects along the river corridors.
Recreation facilities should generally not be constructed on replacement areas, except parking
areas and trails necessary to manage and direct public use of the properties.

. Monitor and track both acres acquired and increases in habitat units to keep replacement
concurrent with losses. Procedures to evaluate habitat of candidate areas and monitor results
of development and management activities should be agreed upon with the FWS.
Commitments will be met for any funded increment when the apportioned number of acres
(up to 1,370) or habitat units (up to 212) have been developed, whichever occurs first.

Other Commitments - The commitments listed below are to be addressed in specific
proposals for improvements to any portion of the east side laterals. These commitments are
made to:

- Ensure project activities reduce salt loading;
- Protect continued use of existing irrigated land and Uncompahgre Project water;
- Minimize disruptions to landowners from project activities;
- Meet Federal, State and local requirements for environmental protection and land-use;
- Restore disturbed areas;
- Conserve threatened or endangered species;
- Protect cultural resources; and
- Promote safety.

I. Limit lands served to existing acreage, as authorized.2 Turuouts cannot be moved to
increase irrigated acreage. Schedule construction to not interrupt irrigation water delivery.

2. Contact and work with landowners on realignment and rights-of-way needs for pipelines.

2 The acreage of land authorized to receive project irrigation water is defmed by the
authorizing legislation for the Uncompahgre Project, Reclamation law, and Repayment Contract
Symbol IflR-1530 between UVWUA and the U.S.

10
