<br />",.-' <br /> <br />".", <br /> <br />o <br />o <br />W <br />-.1. . <br />(:.~ <br /> <br />w <br /> <br />RECORD OF PROCEEDING <br /> <br />CENTRAL ARIZONA HEARINGS: President Nichols reported that the House Inter- <br />ior and Insular Affairs Committee will commence Hearings on the Central Arizona <br />Project in Washington, D,C., on March 13, and that F,L, Sparks. Executive DIr- <br />ector, Colorado Water Conservation Board, had requested that all Conservancy <br />Districts in Colorado. which filed statements in the previous Congress,. be repre- <br />sented. Christy moved, seconded hy Dilley, that the President and the Manager <br />represent the District in these Hearings and reflect the policy which was adopted <br />by this Board of Directors in 1965, after many months of research. <br /> <br />LEGISLATIVE COMMITTEE: Chairman Dilley gave a report on Hearings which <br />have been held by the State Senate Water Committee, and on water legislation now <br />being considered by the Senate. He stated the policy adopted by the Board of Dir- <br />ectors at their February 9 meeting had served a very useful purpose, and that he <br />will attend Hearings during the next week and report to the Board for their action. <br /> <br />ENGINEERING COMMITTEE: Chairman Christy reported that he had researched <br />the Pueblo Water Board proposal very carefully, and had consulted with the Presi.. <br />dent and Manager of the District, as well as, the Engineer for the Pueblo Water <br />Board. He found that a Contract between the District and the Division or Commerce <br />and Development and Colorado State University to supply a great deal of the infor- <br />mation needed in this Program had not been developed, and recommended that the <br />District not consider a Contract with the Pueblo Water Board at this time. Nichols <br />reported that on March 1, 1967, he and the Manager met with President William <br />Morgan and others from CSU, along with Dwight Neill and others of the Division of <br />Commerce and Development to determine what will be done to fulfill the Water Users <br />Contract entered into hy the District at an amount of $15, 000, Nichols stated that <br />Dr, Morgan had directed that the information required by the Contract would he pro- <br />vided, and he expected this wouid be available within the next sixty days. It was the <br />unanimous opinion of the Board that no further action should be taken on the Pueblo <br />Water Board requests until this information is received. <br /> <br />Mr. Christy then reported that members of his Committee had been given copies <br />of preliminary studies made by the Corps of Army Engineers on the Proposed Chan- <br />nelization of the Arkansas River between Pueblo and Las Animas. He stated addit- <br />ional information will be forthcoming, and that this could become a very important <br />matter for the District. <br /> <br />RIVER ADMINISTRATION AND EDUCATION COMMITTEE: Chairman Wagner asked <br />the members of his Committee to meet formally on Thursday, April 13, 1967, at <br />1:00 p, m. to review Brochure material heing drafted by the General Manager, He <br />also asked for a report from the Manager regarding the request from CSU for leg- <br />islative assistance in obtaining funds which would enable them to hire two Irrigation <br />Engineers. Mr~ Thomson stated that he had met with representatives from CSU, <br />and found that the Commission on Higher Education had recommended this amount of <br />money, and that this matter w1ll now be reviewed by the Joint Budget Committee, He <br />and others from the District will do everything in their power to be sure that" the <br />amount of money is provided. <br /> <br />'.> ',. ~ <br /> <br />WINTER STORAGE: Vice President Cooper, who presided after President Nichols <br />had to leave for a meeting in Denver, asked the Manager to report on the Winter <br />Storage Program. Manager Thomson stated this matter had been placed on the <br />agenda of the February meeting as a part of his Manager's Report, and he is in the <br />process of ,gathering data compiled by CSU, and other agencies, in order that the <br />Board might establish a time table on implementing this activity, Christy reported <br />that a Committee under the Southeastern Colorado Water Development Association <br />in 1952-53 had developed a great deal of material on the subject, Thomson statedt <br />, ~ <br /> <br />-4- <br />
