<br />and was cauBing c.onfusion. Mr. Milenski reported that while he was serving as a
<br />member of the Colorado Water Conservation Board they agreed upon the Operating
<br />Principles, and felt that the State should now reaffirm it's complete support of the
<br />Program. President Nichols stated that he, Mr. Sparks, Governor Love, and
<br />Manager Thomson, will be in Washington, D. C, the week of March 13, and will
<br />discuss this matter with other Officials in Washington. He also asked Manager
<br />Thomson and Mr. Dugan to place a telephone call to Mr. Richard Eckles, Director,
<br />Department of Natural Resources, to determine when a policy letter will be forth-
<br />coming from the Governor's Office. A telephone call was so placed, and Mr.
<br />Thomson reported to the Board that the Board of Directors of the State Fish and
<br />Game Department was then in session, and that a letter will be forthcoming during
<br />the week of March 13,

<br />MINUTES, FEBRUARY 9, 1967: Secretary Shaw read the minutes of the February
<br />9, 1967 meeting. Nichols asked that in the third paragraph on page 5, the name
<br />11Mr. Andy Riter" be changed to "Randy Riter".. Christy requested that on page 2,
<br />the reference to his observations on the CF&I Contract be changed to read: IIMr.
<br />Christy stated that CF&I will need all of their existing water as tbey expand, Under
<br />their decrees, they have the right to destroy water represented by these rights.
<br />Under the proposed Contract with the District, CF&I has agreed to pass itl s share
<br />of Colorado Gulch Placer Rights directly through itls system for cooling, and back
<br />to the river - thus reducing the destruction of Water. During the expansion the last
<br />few years, two new cooling towers have been built which destroy water. Continual
<br />'ex pansion will require further destruction. The proposal was offered in an attempt
<br />to temper, as much as possible. the destruction of water reducing return flow tothe
<br />river. 11 Thomas McCurdy requested that he be shown as having attended the Colo-
<br />rado Water Users Conference in Las Vegas, as identified in the minutes ofNovem-
<br />ber 10, 1966. The minutes were approved as amended.

<br />TREASURER IS REPORT: Treasurer Shoun gave a detailed financial report. and
<br />read the bins. Young asked the amount of our Treasury Bills, a.nd Mr. Shoun
<br />reported we now have $670,000 at an interest rate of 4, 694 percent. He then asked
<br />Manager Thomson to report on the U. S. Chamber of Commerce-Colorado University
<br />Institute Program, and Mr, Thomson s1ated that he has served on the Faculty at the
<br />University of Colorado for a number of years, and desires to continue as a Graduate
<br />Student in the Course in Organizational Management, at a cost of $150 for the full
<br />week instruction. Shoun moved that all bills be allowed and paid, seconded by Young,
<br />and unanimously carried. Shoun then read the 1966 Audit, prepared by the Firm of
<br />McDonald, Halbig and Associates, and moved that the Auditor' 5 report be accepted,
<br />and a copy forwarded to the State Auditor. Seconded by Wagner and unanimously
<br />carried.

<br />DISTRICT AUTOMOBILE: Manager Thomson reported that, agreeable to the Board
<br />of Directors instructions at the January 12, 1967 meeting, he had' obtained bids from
<br />seven new car dealers in Pueblo. and the Owen Fariey Motor Company submitted the
<br />low bid of $822. 11. All other bids were within a range of between this and $1,000.
<br />E-9"erett moved and Mc.Curdy seconded that the District purchase the au tomobile from
<br />the Owen Faricy Motor Company. Motion unanimously carried.

<br />ANALOG TOUR, MARCH 29, 30 and 31: Manager Thomson reported that final ar-
<br />rangements have been made with Frontier Airline and USGS for the Board ofDirec-
<br />tors Analog Tour to Phoenix on March 29, 30 and 31. He stated that schedules and
<br />agendas would be forwarded to all parti cipants within the next few days, in order
<br />
