<br />President Sid Nichols stated the first item on the agenda would be a report by Mr.
<br />H. P. Pat Dugan, on a series of letters between Mr. James S. Dodge, of Aspen,
<br />and top Government Officials. Mr. Dugan stated that Mr. James S. Dodge, a
<br />resident of Aspen for ten years, and a Mining Geologist. has forwarded a number
<br />of very critical reports on the Hunter Creek portion of the Project, the Project as
<br />a whole, the Twin Lakes Agreement, and the present use of water in the Arkansas
<br />Valley, and has requested that the Project be re-engineered or abandoned. Mr.
<br />Dugan and Mr. James Ogilvie, of the Pueblo Office, have held a number of meet-
<br />ings with officials in the Aspen area, and advised them they would take their recom-
<br />mendations under advisement, und that a decision would be forthcoming from the
<br />Commissioner in June, 1967. !vIr. Dugan stated he feels the facts and figures com-
<br />piled by the Bureau are true and correct, and this will be demonstrated in the review
<br />in Washington, D. C. He said it is critical that the State of Colorado and the Depart-
<br />ment of Interior reaffirm their complete support of the present Operating Principles
<br />in order that construction might progress on schedule. Mr. Dugan stated his reason
<br />[or appearing before the Board today was that we cannot underestimate any criticism
<br />which might serve to delay construction on the Project. He also reported that there
<br />were several other alte"rnative roads to the construction area, but these would be
<br />more expensive and others would be unuseable. Past President Young stated this
<br />Board has deferred to Aspen interests many times, and has conceded several impor-
<br />tant engineering matters, but that once the agreement was reached and the Contract
<br />'vas signed, it was understood that construction would proceed uninhibited. Presi-
<br />rlent Nichols stated that the problem now is whether a delay will occur, and whether
<br />::.ciditional costs will be imposed upon the Project and the District. Attorney Beise
<br />reported that the District has legal decrees on the water in question, and the District
<br />must proceed with the construction plan under the Contract. Mr. Christy observed
