It <br /> <br />also directs the Secretary of Agriculture to establish a <br /> <br />major, voluntary, on farm cooperative salinity control <br /> <br />program. <br /> <br />Interagency Approach <br /> <br />An issue as complex as salinity control affects many <br /> <br />participants, <br /> <br />Various governmental entities have diverse <br /> <br />capabilities that can be combined to most effectively <br /> <br />implement control measures, <br /> <br />In addition, public <br /> <br />participation plays a key role in salinity control, <br /> <br />At the state level, all seven Colorado River Basin States <br /> <br />have joined efforts to adopt standards and to implement a <br /> <br />plan to meet those standards while water supplies continue <br /> <br />to be developed. To accomplish needed coordination, the <br /> <br />Governors of each of the Basin states appointed <br /> <br />representatives to the Forum and the Council (Colorado <br /> <br />River Basin Salinity Control Advisory Council), groups <br /> <br />which coordinate State actions and advise the Federal <br /> <br />Government of the state views on issues affecting salinity <br /> <br />numeric criteria and ways to meet those standards, <br /> <br />These <br /> <br />groups were established following enactment of Public Laws <br /> <br />92-500 and 93-320, respectively, <br />6 <br /> <br /> <br />~% <br />~ <br />
