.

.

l8

until Congresfj passes some basic legislation on:the subject. So I doubt if it
would be advis;able to pass the sort of resolutiqll you mention now.
,

I ~ll say this, that I am sure nei~her of our Senators or our
Representativ~s were advised in advance that th~ President contemplated vetoing
this bill. T~at is why I expressed the opinio~!in my statement a moment ago, that
I thought the~e was a little group of people--I,believe they are in the Bureau of
the Budget, po~sib1y one or two in the Department of Agriculture--who are respon-
sible for the~dvice the President received.

MR. ~LISSI Off the record. (Discussion off the record.)

CHAlfflMN STONE: Now, in order to rn~ke progress, we have covered the
items suggested by Mr. Carson. Utah was anxidus too that we have a meeting here
of this Committee-...r don't mean that we weren~t all glad to have a meetillg--but I
wish to ask Utah as to what items, that State wishes to submit for consideration.
Mr. Wallace or: Mr. Vernon.

MR. WALLACE: As far as Utah is concerned, we are very much concerned in
having a--wel1~ I think I made a statement this morning in the other meeting that
covers the sit~ation so far as I am concerned.

CHAIltMAN STONE: That is the matter which you had specif'icaUy in mind,
Mr. . Wallace? '

MR. WALLACE: Yes. I think it would bE;! VE;!ry well, my own notion about
it is that thi~ group could meet in Salt Lake City at thE;! timE;! thE;! National
Reclamation Association is meE;!ting there. A number of matters might comE;! up for
consideration 9f great consequenCE;!.

CHAI~ STONE: I wish to remind the Conunittee that in accordance with
the understanding we have with E. O. Larson, Director of Region 4, Bureau of
Reclamation, it is necessary for the Conunittee to further consider the Colorado
River Storage ~roject and participating projects. Some of the States, including
my own State, $ither have held or are holding hearings on that report. Colorado
will hold those hearings commencing on the 3rd of October; and they will be con-
tinued with a total of five meetings until October lO. After we have concluded
those meetings {and formulated our ideas based upon what comes out of those meet-
ings and our oWn study of the report, we shall be ready to meet with the other
states for further consideration of that report. We have been specifically re-
quested and we rhave agreE;!d with Region 4 of the Bureau of Reclamation we would
hold such a me~ting, and such a meeting will be held in the very near future if
the other stat~s are ready. . .

,
May ~ inquire, is Wyoming ready for that meeting? Have you concluded
your review and study?

MR. ~OLLINS: Yes, I think the report has already been made by Wyoming.
CHAIRMAN STONE: Will New Mexic() be ready for that hearing?
MR. ~LSON: I think so.

t

.- ~,- - ._~<

'_. , ,~iJ
:,j.,.,.;,~
~"'.
