.

.

,
"

10

CHAIRMAN STONE: What is the status of the hearing before the Judiciary
Committee of the House on this S11it Resolution?

MR. PARSON: Well, the hearings were concluded and no report has been
made, and the)hearings before the House Judiciary Committee so far as I know have
not been printed. In other words, that Committee has taken no action. My impres-
sion was thatlthe House Judiciary Committee was waiting on the Senate ~nterior and
Insular Affairs Committee because that Committee was considering the Suit Resolu-
tion and the pentral Arizona Project BLl1 in a joint hearing; and also waiting on
the report of;the House Committee, the Public Lands Committee, which was consider-
ing the Centr!l Arizona Project Bill.

,
CHAI?MAN STONE: Shouldn't the record show that the Colorado River Basin
States Commit~ee set up a special committee on this Suit Resolution headed by
JQdge J. A. H0well of Ogden, Utah; that that committee in accordance with its
action duringithe 80th Congress did appear before the Judiciary Committee of the
House and pre~ented arguments in support of the position of the Colorado River
Basin States ~olDI!littee. The record should show that the presentation on behalf
of this Committee was made by the follOwing persons: Judge J. A. Howell of Utah;
Jean S. Breitenstein of Colorado; Charles A. Carson of Arizona; Fred E. Wilson of
New Mexico; J~hnErickson of New Mexico; and Melvin Rollins of Wyoming. I might
add that our piresent Attorney General of Colorado also appeared.

MR.. WALLACE: What about Judge Stone?

CHAIIDAAN STONE: I was th~rehelping with the Committee but I did not
make any statement; however, I was there aiding in every way possible.

MR. ~ARSON: You might also add to that, that that same Committee
authorized thd presentation to the Senate Interior and Insular Affiars Committee
of its position and the position of this Committee in opposition to those Suit
Resolutions i4 the nature of a summary of the hearing that was held before the
last Session Qf Congress, the hearings having been held on those Suit Resolutions
in the 80th C4ngress and again now in the 8lst. And the Senate Interior and In-
sular AffairsiCommittee, when it first started the hearings on these two bills
which were to;be consolidated, did so with the understanding that they would be
limited to twq hours in opposition to the Suit Resolutions and in support of the
Central Arizoda Project, bl1t that time limit went out of the window almost immedi-
ately.

CHAIl~MAN STONE: I think it might be well to ask some of the members of
this special committee if there is any further report to make as a matter of
record. Mr. Breitenstein, do you have any further report to make on the activi-
ties of that qommittee?

,
MR. BREITENSTEIN: Well, I think it has been covered by what has been
said. I have ~othing to add.

CHAIr/MAN STONE: Any other memb!9r of that cOmmittee that wishes to add
anything? (Ng response.) I don't believe the committee should necessarily be
discharged. .ll presume its work is practically completed.

MR. QARSON: I don't think so. It should be continued.

,

,
i

._i;,~ -c ~~'l '.

_'--~. .-,t~:-'i
