' <br /> <br />9 <br /> <br />MR. 4:ARSONI Yes. <br /> <br />, <br />, <br />CHAI~MAN STONE: Now as I understand it, that method met the position <br />taken by thisrCo~ttee heretofore and presented to the Committees of Qongress <br />that until th~ Arizona Project is authorized there is no justiciable issue. <br /> <br />MR. ~ARSON: That is exactly correct. <br />i <br />CHAIfflAAN STONE: It further met the condition which was submitted by this <br />Co~ttee tha~ any suit should not be so brought that it would readjudicate the <br />rights on thelColorado River irrespective of the Compact but should be confined <br />to the rights lunder the Compact, in the California Self-Limitation statute, and <br />the Boulder C4nYon Project Act. , ' <br />I <br />MR. GARSON: That iE; right. <br /> <br />CHAIRMAN STONE: Now in effect then, the position of this Committee in <br />its former re~olutions has been recognized in the approval of the Authorization <br />Bill by the Iqterior and Insular Affairs Committee. <br />, <br /> <br />MR. qARSON: Yes, that is correct. It is in exact accord as I understand <br />it with the a~tion of this Colorado River, Basin States Committee in all particu- <br />lars. We tri d in every way we could to conform to the position that we have <br />heretofore ta,en in this Committee, and have done so. <br /> <br />Now ~s I say, California interests are fighting in a broad campaign of <br />national publ~city and switching their position. <br /> <br />" <br /> <br />, <br />CHAIijhVCN STONF: Vlhat they did was reversed their tactics. <br /> <br />MR. GARSON: Yes. <br /> <br />CHAI~N STONE: Until the Project was authorized under these conditions, <br />the tactics w~e that there shouldn't be any project of that size without litiga- <br />tion to deter~ne the rights. <br />, <br />, <br />MR. d~RSONI Yes, <br /> <br />! <br />CflAIi' AN STONE: When they were given the right under this authorization <br />to determine t ose rights under these reasonable conditions, then they attack the <br />economic feas~ i1ity of the Project. Is that virtually the situation? <br />; <br />MR. ~RSON: That is the situation. <br /> <br />CHAI~N STONE: What are the prospects of a report on that bill by the <br />Public Lands Cpmmittee of the House? <br />i <br />MR. C~RSONI I don't know. Of course the House is in virtual adjourn- <br />ment now andnpthing has been done since the Senate Committee report was gotten <br />out. AE; I und~rstand the procedure there, why out' delegation is waiting to take <br />up with the Ho~se Committee, the Senate Bill as amended by the Senate Committee <br />and the Senate! Committee report, and hoping that they can have recommended for " <br />passage, the s~e bill as reported by the Senate Committee without any additional <br />ame)'ldments.
