The <br />problem and indicated process currently is known as the energy budget method. <br />While at this location, I asked three of the men what they thought of Inter-Agency <br />Federal_State Technical Subcommittees. The men were from Amarillo, Texas, <br />Alburquerque, New Mexico and Tempe, Arizona. Each represented a different <br />agency. Each replied to the effect that they knew of no other way to assemble a <br />group in the field and on the spot to do what was being done right there. <br /> <br />I believe the Inter-Agency Federal-State Committee approach can and does <br />work to the benefit of the Pacific "Southwest. <br /> <br />PACIFIC SOUTHWEST INTER-AGENCY COMMITTEE <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHARTER <br /> <br />1. INTRODUCTION. The Pacific Southwest Federal Inter-Agency Techni- <br />cal Committee was created by a resolution dated July 27, 1948, of the Federal <br />Inter-Agency River Basin Committee at Washington, D. C., to implement the <br />policies and purposes of the Federal Inter-Agency agreement, dated December 29, <br />1943, in the Pacific Southwest. A new Federal Inter-Agency agreement on coor- <br />dination of water and related land resources activities was approved by the Pres- <br />ident on May 26, 1954. By this approval a new Inter-Agency Committee on Water <br />Resources was established. The Pacific Southwest Inter-Agency Committee is <br />herein constituted in conformance with the new Federal Inter-Agency Agreement <br />and the newly established Inter-Agency Committee on Water Resources. <br /> <br />2. PURPOSE. It is the purpos e of this agreement to provide, in the area <br />hereinafter described, improved facilities and procedures for the coordination of <br />policies, programs and activities of the Department of the Interior; Commerce; <br />Labor; Agriculture; Health, Education and Welfare; the Army; the Federal Power <br />Commission; and the States in the field of water and related land resources investi- <br />gation, planning, construction, operation, and maintenance; to provide means by <br />which conflicts may be resolved; to eliminate duplication of work; to provide means <br />by which reaearch is closely coordinated and information fully disseminated; and <br />to provide procedures for coordination of their interests with those of other Feder- <br />al, State, local governmental, and provate agencies in the water and related land <br />resources field. <br /> <br />3. ESTABLISHMENT. <br /> <br />, \ <br />" <br /> <br />(a) For this purpose, there is established a Pacific Southwest Inter- <br />Agency Committee to be comprised of representatives of the Department of the <br />Interior; Commerce; Labor; Agriculture; Health, Education, and Welfare; the <br />Army; the Federal Power Commission; and any of the States of Arizona, Califor- <br />nia, Colorado, Idaho, Nevada, New Mexico, Oregon, Utah, and Wyoming which <br />accept an invitation to participate. <br /> <br />(b) The Federal members on the Committee shall be designated by the <br />head of the Federal agency they are to represent. <br /> <br />(c) The Governor of each of the States concerned will be invited to be a <br />member of the Committee or to designate a representative from his State to serve <br />as a member of the Committee. <br /> <br />- 31 - <br /> <br />~ <br />
