(10) Maxwell Reservoir, <br />Arizona. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />From this listing of the work currently being undertaken, you can readily see <br />that cooperative action is the key to sucessful planning. That is why I say. to <br />complete river basin plans, it is necessary that the expert services of all agencies <br />be coordinated and funds to prosecute the necessary studies be provided. <br /> <br />I <br /> <br />Toward this end much was done during the year 1962. For example: In May <br />of this year, President Kennedy approved a document containing new policies, <br />standards and procedures for Federal use in the formulation, evaluation and re- <br />view of plans for use and development of water and related land resources. It is <br />identified as Senate Document No. 97 and was prepared under direction of the <br />President's Water Resources Council. <br /> <br />I <br /> <br />I <br /> <br />Briefly it broadens our approach to the development of water and related <br />land resources, and thereby provides us with more flexibility to meet the needs of <br />the people in developing water resource projects and in recommending them for <br />authorization. In fact, it is a charter for river basin planning and, if you please, <br />outlines the approach to optimum development of water and related land resources. <br /> <br />I <br /> <br />I <br /> <br />About Senate Document No. 97, Senator Clinton P. Anderson of New Mexico <br />said, "This action will place Federal water resource projects proposals in a <br />realistic and forward-looking context that will enable both the executive and the <br />legislative branches to make informed judgments of the merits and desirability of <br />the projects. Thus a significant advance has been made in the resources field. <br />As a consequence, it will be possible soundly to devise, authorize, and execute <br />the large programs that are urgently needed to match water supplies to the water <br />requirements of our rapidly growing population and expanding economy. Further. <br />more, State officials and the public will also be fully informed about proposed <br />projects. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />"The recommendations of the four Department heads (Army, Agriculture, <br />Health, Education, and Welfare, and Interior) and the President's approval of <br />them, are consistent with the established policies of the Senate. They are, in <br />fact, in compliance with requests of the Senate." <br /> <br />I <br /> <br />It is timely and fortunate that Mr. Karl Lee, of the Bureau of Reclamation's <br />economics branch, will discuss Senate Document No. 97 in more detail later in <br />your program. <br /> <br />,I <br /> <br />I <br /> <br />The Flood Control Act of 1962 also contained important legislation applicable <br />to river basin planning. Our "Small Flood Control Project" suthority was broaden- <br />ed to include "Small projects for flood .control and related purposes."
