<br />Toward this end you will be interested in, progress we have made this past <br />. year. You may recall I reported last year on five Army Engineer projects. in <br />which advance planning was being done prior to initiation pf construction. This <br />year we have received funds to start'construction of two of those projects - Alamo <br />Reservoir on the Bill Williams River in Arizona, and a local flood protection <br />project for the city of Tucson. We are authorized to construct six other major <br />improvements in the Colorado River basin and advance planning is being conduct- <br />ed this fiscal year prior to initiation of that construction. Pre-construction plan- <br />ning continues on the following three projects which I mentioned last year -- <br />l. Local flood protection for the city of Las Vegas, Nevada. 2. Clearing of the <br />Salt and Gila River channels from Granite Reed Dam, east of Phoenix, to <br />Gillespie Dam on the Gila River, in Arizona. :3. Middle Gila River channel clear- <br />ing from Upper Safford Valley to Buttes damsite, Arizona. Three new projects <br />have been added to the pre-construction planning program. They are: Levees <br />along the lower Gila River to protect irrigated. lands in the Welton-Mohawk <br />irrigation district, Arizona. Camelback Reservoir on the Gila River in Arizona. <br />Pinal Creek channel improvements for the protection of Globe, Arizona. <br /> <br />We currently have eight flood control investigations under way in the basin. <br />These investigations are: (1) Animas River, Golorado and New Mexico. <br />(2) Willow Creek and Price River, Utah. (3) Mill and Pack Creeks, Moab, Utah. <br />(4) Phoenix metropolitan area, Arizona, (5) Wilcox, Arizona. (6) Winslow, <br />Arizona. (7) Santa Rosa Wash, Arizona. (8) Indian Bend Wash, Arizona. <br /> <br />Of these investigations, the reports <br />Wash, Arizona, are nearing completion. <br />scheduled for completion this year. <br /> <br />on Winslow, Arizona, and Indian Bend <br />The report on Santa Rosa Wash is <br /> <br />In addition, an investigation is currently under way to determine the feasi- <br />bility of constructing a small-craft harbor on the Colorado River at Blythe. A <br />reconnaissance report on this investigation is !scheduled for completion this year. <br /> <br />And speaking of navigation, during the past fiscal year, the District Engi- <br />neer at Los Angeles has issued 23 permits for structures affecting navigation on <br />the navigable reaches of the Colorado River. Six permits have been issued so <br />far this fiscal year (as of November 1962) and two others are pending, <br /> <br />Our present study of safety problems ha~ become increasingly important <br />because of the increased boat traffic on the lower Colorado River. In collabora- <br />tion with the Colorado River Board for Boating Safety we are in the process of <br />formulating uniform safety regulations for navigation on the lower Colorado River. <br /> <br />Funds have been made available again this year for the continuation of <br />flood-plain information studies. We expect to complete four studies for streams <br />near Phoenix, in Maricopa County this fiscal year. These studies are being <br />made under the authority contained in Section :206 of the 1960 Flood Control Act <br />and are for the purpose of providing interested local planning agencies with <br />information to serve as a basis for planning t1~e use of flood plains. . <br /> <br />In our continuing program of coordinatiqn with other Federal agencies our <br />effort is directed toward optimum development of the water resources of the <br />Colorado River Basin.
