On October 31, 1983, the Draft Planning Report/Advance Draft Environmental <br /> <br />Statement was sent to the State and Federal agencies and concerned private <br /> <br />companies for a field level review. The recommended plan was to deliver <br /> <br />water to Chevron and Texasgulf Chemical Companies. <br /> <br />2. Chevron Chemical Company wrote recently that it does not plan to utilize <br /> <br />Big Sandy water in the first two phases of its proposed phosphate <br /> <br />fertilizer plant to be built near Rock Springs, Wyoming. <br /> <br />3. Texasgulf Chemical also postponed expansion of its plant. <br /> <br />4. On January 6 a letter was written to the Forum requesting a recom- <br /> <br />menclation on future course.of action. <br /> <br />5. Four alternatives were suggested in the letter (1) to pipe water to the <br /> <br />Divide Basin for evaporation, (2) scale the recommended plan back to <br /> <br />coincide with Chevron's projections, (3) prepare the report with evapor- <br /> <br />ation alternative as the recommended plan but not seek authorization, <br /> <br />and (4) conclude the study until problems with water rights, allocation, <br /> <br />and beneficial use can be resolved. <br /> <br />6. Another alternative could be to pipe water to Jim Bridger Plant' for <br /> <br />cooling tower use. <br /> <br />7. State of Wyoming has requested the Bureau continue with a FY 1985 advance <br /> <br />planning start; but to do this, we would need a recommendation by the <br /> <br />Forum to continue with one of the alternatives, complete the report as <br />
