Clompaot CQmm:l.ssion, the Upper Colorado River Clommission,
t1;l;e appropriate ageM1es 01' the united Sta.tes 8nd of the
States of' Colorado, New Mexico, and Texas, and the vari-

Texas and New Mexioo shall agree, within a reasonable
time, on a sYstem of gaging devices and measurements to
seoure data necessary to determine the present effects
