<br /> <br />SAN JUAN-CHANA PROJJilC~, COLORADO-NEW MEXICO <br /> <br />REPORT ON AeCOUN'J.'niG OF WATER <br /> <br />GENERAL <br /> <br />Section 8 of P.L. 87-483 outlir!es the pUrposes to be served <br />by the project and the operating conditions to be met. It requires <br />that details of project operation essential to accounting for diverted <br />San Juan and Rio Grande flows shall be devel.o:ped through the joint <br />efforts of the Rio Grande Conq:>act OOlll.tllission; the Upper Colorado River <br />Commission; the appropriate agencies of the Ul1lited States, the States <br />of Colorado, New Mexico, and Texas; and the various project entities. <br />The Act hrther requires tbat Texas and New Mexico shall agree on a <br />system of gaging devices and measurements to determine preselilt effect <br />of tribUtary irr1gatiolil as well as present ri"V'er channel losses. It <br />further requires .that a written report be transmitted to the States <br />of Colerado, Texas, and New Mexico for COllllllent, <br /> <br />Section 8 referred to is quoted below in i t8 entirety: <br /> <br />"Sea. 8. Pursuant to the provisions of: the Aat of <br />April ll, 1956, as amended, the Secretary is author- <br />ized to ccmsi;ruct, operate, and maintain the initial <br />stage of the San J'uan-Chama Project, Colorado-New <br />MeXico, for the principal purposeS of furnishing <br />water supplies to approxilllately thirty-nine thousand <br />three hundred acres of land in the Cerro, Taos, :Llano, <br />and. Pojoaque tributary irr1gatitl>n units in the Rio <br />Grande :Basin and. approxime.tely eighty-one thousand <br />su: hundred acres of land in the existing Middle Rio <br />Grande Conservancy District and for muniaipal,domestic, <br />and industrial uses, and providing recreation and fish <br />and wildlife benefits.
