P,L, 87;'483 <br /> <br />"Section 8 (e) of P.L, 87-483 reads in.part: '....In this <br />connection the States of Texas and New Mexico sha1lagree, <br />within a reasonable time, on a system of gaging devices.and <br />measurements to secure data necessary to determine the <br />present effects of tributary irrigation, as well as present <br />river channel losses: ' <br /> <br />"section 8 (c) reads as f'ollows: '(c) all works of' the proj- <br />ect shall be constructed so as to permit compliance physi- <br />cally with all provisions of the Rio Grande Compact, and all <br />such works shall be operated at all times inconformity with <br />said Compact;' <br /> <br />"T.his document is prepared to record the gaging dev;!.ces and <br />measurements jointly agreed to by the States of New Mexico <br />and Texas as necessary to determine present effects of tribu- <br />tary irrigation and channel losses aLld to outline a method <br />which will insure that the future effects of' tributary irri- <br />gation under operation of the san Juan-Chama Project and <br />deliveries of san Ju8.n-Chama Water in New Mexico can be <br />accounted for properly so that all operations of' the san Juan- <br />Chama Project are in qompliance with the Rio Grande Compact. <br /> <br />"Water will be imported to the Rio Grande Basin from San Juan <br />River tributaries and stored in Heron No. 4 Reservoir on Willow <br />Creek in the Rio Grande drainage . T.he users of imported water <br />in New Mexico will be 'irrigation units on Rio Grande tributaries, <br />municipal, domestic, and industrlal users and the Middle Rio <br />Grande Conservancy District. T.he prOblem of compliance with tj:le <br />Rio Grande. Compact resolves itself into assessing the effect <br />operation of the San Juan-Chama Project has on flows at the <br />index station at otowi for determining New Mexico's obligation <br />to Texas under the Rio Grande Compa.ct. This further resolves <br />itself into determining (1) the depletions above Otowi caused <br />by operation of this project and (2) the project water passing <br />Otowi which would not be there except for releases of imported <br />water. <br /> <br />"The gaging stations and measurements required for the above <br />purposes are agreed to as follows: <br /> <br />"outlet Azotea Tunnel. This station will measure the total water <br />. imported from the San Juan l3a.sin and will be installed in a manner <br />that will prevent freezing. <br /> <br />"Willow Creek above Heron No. 4 Reservoir. <br /> <br />9 <br />
