. .

00087:'

.

.

In the fall of 1990, a draft document was prepared by the Work
Group which included a historic description of Platte River
habitat, habitat use and needs by threatened and endangered
species, present condition river segment descriptions, a method
of plan formulation and evaluation, and habitat management
alternatives. Technically, the document was to be quite
comprehensive in describing habitat management alternatives for
the central Platte. Review comments on the draft document from
Work Group members stated concerns that the habitat management
objectives of the draft report concentrated heavily on land
management options. That concern was valid because work had not
progressed towards developing water management methods. The Work
Group decided the draft document. could remain an internal working
draft until the water management methods become available for
inclusion in the document.

B. Development of Work Tasks and Schedule
It became apparent during the preparation and review of the above
draft document that additional effort would be required to
develop the Block/Segment Habitat Management Plan with both land
and water management methods. The Work Group developed a
systematic approach and schedule to assimilate alternatives. The
eight work tasks listed below are restated tasks from the 1987
Joint Study work plan which described 16 items the Biology ,
Hydrology and Management Alternatives Work Groups needed to
accomplish to produce a comprehensive Work Group Report
identifying an endangered species habitat management plan for the
Platte River.
