Evans ewes Director DATE: March 10, 2000 Dan McAuliffe Depu ty Director SUBJECT: Agenda Item 23h, March 20-21,2000 Board Meeting- Colorado River Basin Issues - Animas-La Plata Project Status Report Backl!:round At the January Board meeting, the Board asked staff to review the status and schedule of actions that need to be completed prior to initiating actual construction of the Animas-La Plata Project (ALP). Discussion We have reviewed with Reclamation the actions that need to occur prior to start of construction on ALP. The following general activities and schedule are currently envisioned. April I?, 2000 -June 23, 2000 -July 23, 2000 -July 23, 2000-0 I -July 2001-02 -July 2002 DSEIS comment period closes Send FSEIS to EPA Reclamation issues Record of Decision Develop final design specifications, obtain permits, contracts, etc. Release documents for bid and contractor selection Start earth work construction Assuming we obtain a favorable "Record of Decision" through the EIS process, the Board then needs to focus attention on the following activities between that point and the release of the bid documents in July 2001. 1. Get the legislation amending the 1988 Colorado Ute Indian Water Rights Settlement Agreement passed. Representative Scott McInnis has introduced H.R. 3112 to accomplish this purpose. This includes resolving any project water allocation differences between the preferred alternative in the "Record of Decision" and the legislation.
