Evans <br />ewes Director <br /> <br />DATE: <br /> <br />March 10, 2000 <br /> <br />Dan McAuliffe <br />Depu ty Director <br /> <br />SUBJECT: Agenda Item 23h, March 20-21,2000 Board Meeting- <br />Colorado River Basin Issues - Animas-La Plata Project Status Report <br /> <br />Backl!:round <br /> <br />At the January Board meeting, the Board asked staff to review the status and schedule of <br />actions that need to be completed prior to initiating actual construction of the Animas-La <br />Plata Project (ALP). <br /> <br />Discussion <br /> <br />We have reviewed with Reclamation the actions that need to occur prior to start of <br />construction on ALP. The following general activities and schedule are currently <br />envisioned. <br /> <br />April I?, 2000 <br />-June 23, 2000 <br />-July 23, 2000 <br />-July 23, 2000-0 I <br />-July 2001-02 <br />-July 2002 <br /> <br />DSEIS comment period closes <br />Send FSEIS to EPA <br />Reclamation issues Record of Decision <br />Develop final design specifications, obtain permits, contracts, etc. <br />Release documents for bid and contractor selection <br />Start earth work construction <br /> <br />Assuming we obtain a favorable "Record of Decision" through the EIS process, the <br />Board then needs to focus attention on the following activities between that point and the <br />release of the bid documents in July 2001. <br /> <br />1. Get the legislation amending the 1988 Colorado Ute Indian Water Rights Settlement <br />Agreement passed. Representative Scott McInnis has introduced H.R. 3112 to <br />accomplish this purpose. This includes resolving any project water allocation <br />differences between the preferred alternative in the "Record of Decision" and the <br />legislation. <br />
