<br />I <br />I <br />I <br />[ <br />i <br />., <br /> <br />In order for the Bureau to evaluate the utilities I proposal and <br />to compare costs of their proposal against llin all-Federal system, it <br />was necessary to work out ,a proposed all-Fpderal system of trans,- <br />mission which was adequate for its intendedijob. To do this, it was <br />, <br />also necessary that the area within which power would be marketed <br />and the conditions under which it would be n\.arketed be determined. <br />The 'Bureau continued its studie6 and derived a possible all-Federal <br />system to be used as a yardstick against which to measure the utilities' <br />proposal. The Secretary of the Interior approved this yardstick system <br />for its intended purpose and announced that !J,pproval under date of May <br />18, 1960. At the same time he also announ.;:ed the area within which <br />the power would be marketed and the broad briteria under which it <br />would be'marketed. <br /> <br />.I <br />i <br />, <br />! <br /> <br />The Bureau studies evaluating the utility proposal incompari- <br />son to theall-Federal yardstick system hav:e now been completed. A <br />report summarizing the proposals and studi'es and analyzing the rela- <br />tive economic aspects of each, particularly'as to the effect on providing <br />irrigation assistance for participating projeicts, is now being consider- <br />ed in Washington. ' <br /> <br />Funds for construction ,of CRSP transmission lines were includ- <br />edin the 1961 Public Works Appropriations' Bill. These funds were for <br />initiation of construction on the Flaming G01-'ge-OakCreek wood-pole <br />lines and the Glen Canyon-Four Corners -Curecanti steel-tower lines. <br />All interested parties were in agreement that these lines should be built <br />by the Bureau either under an all-Federal system or the utilities' pro- <br />posal. <br /> <br />Specifications for the first segment pf the Flaming Gorge -Oak <br />Creek transmission line have been issued. 'It is anticipated that a con- <br />tract for construction of this l38-kv link be~ween Flaming Gorge Dam and <br />Vernal, Utah, will be awarded this month. <br /> <br />The second segment, a l38-kv line between Vernal" Utah, and <br />, <br />Rangely, Colorado, and the third segment, :a 115-kv line between Rangely <br />and Oak Creek" Colorado, should be under Construction early in 1961. <br />Specifications will be issued some time in December 1960. <br /> <br />The Flaming Gorge-Oak Creek transmission system will connect <br />with an existing l15-kv line between ,Oak Creek and Kremmling, Colorado. <br />By construction of a short 115 -kv line betwlilen Kremmling and Green <br />Mountain Dam in Colorado, an interchange Pf power will be possible be- <br />tween Flaming Gorge and Green Mountainppwerplants. Specifications <br />for this Kremmling -Green Mountain tie line will be issued concurrently <br /> <br />- 22 - <br />
