<br />. <br /> <br />economic and financial feasibility, but they do conform in policy rela- <br />tive to terms of repayment, established interest formula, and all other <br />existing criterion. <br /> <br />The Federal Congress must, and it will, keep track of every <br />step of the progress in the Upper Basin program just the same as it has <br />with the work in the Lowe r Basin. Congres s must, and it will, see to <br />it that the equities of both areas, the Lower Basin and the Upper Basin, <br />are protected in accordance with the provisions of existing agreements <br />entered into by representatives of the various states and approved by the <br />federal government. The Federal Congress must, and it will, see to it <br />that its investments in the various areas are fully protected so that the <br />interest of the federal taxpayer w),ll not only be recognized but it, too, <br />will be protected. <br /> <br />As I view the overall picture of the Colorado River Basin, I am <br />of the opinion that there is work still to be done in both areas and I am as <br />anxious to see the total integrated development of the Lower Basin as I am <br />that of the Upper Basin, It is this picture of an entire river basin serving <br />the people of its entire area within the limitations of the natural resource <br />values present therein that serves as the inspiration for the labors which I <br />am privileged to perform, not only for the Upper Basin where I have such <br />a keen and personal interest, but also for those of the Lower Basin whose <br />dependence upon this natural resource is understood and appreciated by all <br />who know the river, <br /> <br />- 15 - <br />
