<br />STATEMENT <br />of <br />WAYNE N. ASPINALL, M. C. <br />Chairman, House Interior and <br />Insular Affairs Committee. <br /> <br />Read by A. Allen Brown, President, <br />Board of Directors, The Colorado <br />River Water Conservation District <br /> <br />Mr. Chairman, members and guests of The Colorado River <br />Water Users' Association, I am sorry indeed that I am unable to be <br />present with you and fulfill the commitment which I gave to those in <br />charge of your program. It has been necessary, however, for me to <br />be a member of a congressional committee assigned to a Joint Com- <br />mittee on atomic energy task in the "NATO" countries - - A Committee <br />assignment that I can assure you would not wait. <br /> <br />I commend you on your many services and contributions to the <br />public welfare during your 1 7 years as an association. I congratulate <br />you on your 1 7th anniversary and I wish for your continued success as <br />you strive arduously in the interests of all the water users in the Colo- <br />rado River Basin. Yours has been no easy task during the past years. <br />It is not an easy task today and will not be an easy task during our to- <br />morrows. However, it is only from the work of conferences and annual <br />meetings such as this that we shall come to an understanding of each <br />other's problems, ambitions and programs out of which will come agree- <br />ments that ultimately will lead to the wise and intelligent use of the most <br />important natural resource of our area. <br /> <br />As I think of the valuable contributions which those attending this <br />meeting have made in past years, I recall with pleasure my feeling of <br />personal indebtedness to those who have worked on the problems of our <br />river throughout this century and for many years even before this century <br />began. <br /> <br />It has been my pleasure since beginning my service in the National <br />Congress to visit practically all of the water reclamation facilities in the <br />Colorado River Basin. I have visited and studied with great interest the <br />splendid facilities programmed, constructed and operated by private entre- <br />preneurs, as well as those which have been programmed, constructed and <br />maintained by public agencies, - -municipal, state and federal. At times it <br />has seemed to me, as we struggled throughout the years in the Upper Basin, <br />that not only time, but the Goddess of Good Fortune smiled more serenely <br /> <br />- 13 - <br />
