<br />Green Mountain ~eservoir, loc;:-ated on the Blue River, is a fea,ture
<br />of the Ci3T west Slope Collection and 'storage systemconstruoted by
<br />the USBR: Construction of. Green Mountain dam was COIQ.pleted in
<br />1943.

<br />The reservoir has a total storage capacity ,of 153 ,639af, with a.
<br />dead storage of 6 ,860af.' It has an oriqinal storage right of
<br />154 r 645 afand a refill riqht of 6,316 af . Theoper-atinCj policy of
<br />Green Mountain Reservoir is set forth in Senate DocUlilent.80 (Aot of
<br />August 9, 1937, . 59 Stat;. 564) ,and reaffirmed i,nsubsequent court
<br />decrees and stipulations incl1;lding:

<br />Senate Document 80 specifies that 52,000af of storage in the Green
<br />Mountain Reservoir is to be reserved to supply replacement water to
<br />the COlorado River for out-of~priority CBT projeot diversions. The
<br />balance of about 100,000 af, is to be used primarily for power
<br />generation and secondly for irrigation and domes-tic: uses in western
<br />Color'iiido not satisfied by natural flows. Under Senate Document 80 I
<br />one. of the uses of the Reservoir in such circumst;:tnces, is to
<br />augment irrigation' and domestic uses that existed in 1937 and, to
<br />the extent storage water is thereafter available for release, to
<br />augment similar needs which subsequently arise. Approximately
<br />66,000 af of water was released from storage in 1977 to supplement
<br />natural flow shortages, in western Colorado.
<br />
<br />The water rights for Green Mountain Reservoir have a priority date
<br />of 1935, and are senior to tho$,eof Roberts TUnnel and Dillon
<br />Reaervoir , Denver's Blue River diversion. Foll,owing the 1964
