The total <br />annual commercial use will be 115,500 use, days. Of <br />this total, 106,156 user days will be allocated among the <br />commercial operators during the summer season. The <br />,remaining 9,344 user days will be available during the <br />winter season. The winter user days will be available on <br />a first come, first serve basis. Requests for these user <br />days will be accepted by the N PS any time. <br /> <br />All companies operating commercial guided trips on the <br />Colorado River in Grand Canyon National Park must <br />have a contract with the NPS. Contracts will be <br />gra nted for a period not to exceed 10 years. These <br />contracts are, managed under the 1965 Concession <br />Policies Act (Public law 89-249). Under the provisions <br />of this law, the NPS will: <br /> <br />. <br /> <br />Grant existing concessioners a preferential right <br />(first right of refusal) in the contract renewal <br />proces s. <br /> <br />. <br /> <br />Provide public notice whenever new concession <br />opportunities are to be offered or existing contracts <br />a re to be renewed. <br /> <br />. <br /> <br />Utilize the nationwide rate approval program to <br />approve rates charged to the public. <br /> <br />. <br /> <br />Periodically evaluate the concessioner's operation <br />to ensure that a satisfactory'level of public health <br />and safety standards are met. <br /> <br />The contractual document will have an annual review <br />period, and use will be evaluated based upon acceptable <br />standards of operation as identified in this document. <br /> <br />Further, user days may <br />based upon conditions <br />monitoring. <br /> <br />be adjusted as the need arises <br />identified in ongoing river <br /> <br />The approval of rates for each concessioner is a very <br />important element in the concession management <br />program.
