.,

The increase in releases from 2400 cfs 10 2800 cfs will assist in lowering the reservoir to an
appropriate level by April 1.
Based on most probable inflow, the elevation of Flaming Gorge will likely be near 6027 feet (13
feet from full) on April 1.

Snowpack in the Yampa River basin is currently 94 percent (as of 2/811999). Like the Upper
Green, snow conditions in the Yampa have improved significantly in the past 6 weeks.

Open forum discussions on Flaming Gorge operations have been taking place at meetings of the
"Flaming Gorge Working Group". The next Working Group meeting is scheduled for April 9,
1999 at 10 am in Vernal, UT. For more information on the Working Group, contact Ed Vidmar
at 801-379-1000.

ASPINALL - January unregulated inflow into Blue Mesa was 26,000 acre-feet or 106 percent of
average. Precipitation in the Gunnison River basin was 135 percent of average during the month.
The basin snowpack is averaging about 87 percent of normal. The inflow rate into Blue Mesa
Reservoir is about 400 cfs and reservoir releases are averaging about 500 cfs. Blue Mesa's
current elevation is 7487.92 feet that corresponds to a storage content of 565,000 acre-feet.

Releases from Crystal Dam are currently 700 cfs. The persistent dry weather pattern that had
developed over the west during the fall and early winter seems to be relenting. Releases from
Crystal will probably remain at 700 cfs in the coming weeks unless the weather turns dry again,
whereby releases will be cut back. Modification to these operations will be implemented as
conditions warrant.

The meeting of the "Aspinall Unit Working Group" was held January 21,1999, in Montrose,
Colorado. At this meeting, review of last summer and fall operations, and plans for the winter
and spring 1999 operations were discussed. These meetings are open forum discussions on the
Aspinall Unit operations with many interested groups participating. The next working group
meeting is scheduled for April 15, 1998 in Grand Junction. Anyone needing further infortnation
about tllese meetings should contact Ed Warner in the Grand Junction Area Office at (970)
248-0654.

NA VA10 - January unregulated inflow into Navajo Reservoir was about 21,000 acre-feet or
approximately 91 percent of average. The current reservoir inflow is about 400 cfs and the
reservoir water surface elevation is at 6063.35 feet which corresponds to a reservoir content of
about 1,391,000 acre-feet. Reservoir releases are currently set at 600 cfs. This release rate is
expected to continue throughout the winter months.

January's precipitation for the San Juan River Basin was only 80 percent of normal, up from last
month's 35 percent but still on the dry side. The current snowpack is 88 percent of nortna! for the
Animas River Basin and 100 percent of nortnal for the upper San Juan River Basin.

Anyone needing further information about the daily operations of Navajo Reservoir should
contact Rege Leach in the Durango Office at (970) 385-6500.
