<br />., <br /> <br />distribution to the news media and to the public at meetings; and conducting media <br />briefings in Glenwood Springs, Grand Junction and Craig to provide background <br />information about the Recovery Program in general and the instream flow appropriations <br />in particular, as well as to initiate and build stronger working relationships with <br />individual reporters and editors. <br /> <br />3. Goals, Objectives and Tactics <br /> <br />Goal I: To contribute to the recovery of endangered fish by assuring that adequate water <br />is available in critical habitat at appropriate times through acquisition of instream flow <br />rights. <br /> <br />Objective: To educate all affected publics about the rights and the process for <br />acquiring these rights, so that they can provide meaningful input at key points in <br />the legal and decision-making process. <br /> <br />Strategy: Develop graphic materials that can be used with both technical and non- <br />technical audiences to explain the structure of the rights and how they will be <br />administered. <br /> <br />Tactic: Select and hire a designer to develop and produce graphic-based <br />(v. text-based) explanations of the appropriations and how they will be <br />administered for use in public presentations and in' publications. <br /> <br />Tactic: Conduct three focus groups to evaluate effectiveness of and <br />provide input on improvements to graphic and text materials before final <br />production. <br /> <br />Strategy: To continue educating water users and environmental groups about the <br />instream flow appropriations and new instream flow legislation by identifying <br />opportunities for making both technical and non-technical presentations. <br /> <br />Tactic: Make a presentation at the Gunnison Water Workshop, which has <br />selected the state's instream flow program as its focus in 1996. <br /> <br />Tactic: Organize a technical workshop clarifying the State's authority and <br />procedures for instream flow program rules. <br /> <br />Strategy: To intensify communication and relationship-building with the news <br />media statewide and within the affected river basins as the primary vehicle for <br />educating and involving the public at large by identifying and pursuing <br />opportunities for educating reporters and editors about the Recovery Program in <br />general and instream flow appropriations in particular. <br />
