<br />COLORADO WATER BOARD:
<br />President Nichols reported that since the last meeting, Governor John A. Love
<br />appointed J. H. Macdonald, a Banker from La Junta, to succeed our Director,
<br />Frank Milenski, as a Director on the Colorado Water Con&crvatic'n Board.
<br />Mr. Milenski thanked the Board members for their support .through his years of
<br />service on the Colorado Water Board, and for their efforts on his behalf for re-
<br />a.ppointment.
<br />
<br />Young moved tha.t the Board extend a vote of thanks to Frank for hie yeare of
<br />dedicated service, and that the Boa.rd appoint Mr~ Milenski as their Official
<br />Observer at Colorado Water Board meetings. Jim Wagner seconded. Mr.
<br />Milenski thanked the Board for this expression of thanks and confid.ence, but
<br />declined the position of observer at Water Board Meetings. Mr. Young withdrew.
<br />his motion. as did his second-with all members of the Board expressing their
<br />profound thanks to Mr. Milenski.

<br />DISCUSSION ON VRANESH STUDY:
<br />President Nichols then opened the discus sion 01 the Vranesh Study, which had
<br />been submitted to our Attorney, Charles Beise, {or review, and subsequently
<br />distributed to the Board by the President, in order that all might have an oppor-.
<br />tunity to I!Itudy~ He explained that the study is limited in its Bcope, .with very
<br />few ditches involved. He also advised that Mr. Beise had suggested, upon receipt
<br />of the study, that we might want our Engineer to analyze other ditches, and
<br />develop additional inlormation for comparison. Director Milenski stated that
<br />the study i~ not complete, and before it is considered to be official or of import-
<br />ance, we sb....'.ld get all of the facts and figures from other ditch companiell in
<br />the Arkansas Valley. He stated that averages do not always tell the story, and
<br />this report does not show the amount of water pumped. He urged that all the
<br />facts be assembled, and a comprehensive study made.

<br />Mr. Frank Bell stated that Mr. Felix Sparks, Executive Director, Colorado
<br />Water Conservation Board. had the same observations alter reading the report..
<br />He felt that the material is very inconclusive, and should be incorporated in an
<br />overall report. Director Everett, stated that the report, Obviously,. did not
<br />include many of the important ditches in the Valley, and particularly those above
<br />Pueblo. He felt that if the Board wanta to use this study as a part ol its Records,
<br />it should be incorporated in a Master Study. Manager TbomDon read a letter
<br />which Harold Christy wanted included in the minutes.. The letter follows:
