Particularly in <br />the area of industrial damages, primary research <br />should be undertaken to reach behind the veil of <br /> <br />industrial privacy and disregard of water costs in <br />overall expenses. While water quality damage <br />may, to date, represent only a small fraction of <br />most industrial cost, it may also represent a <br />substantial overaU cost to consumers. Further <br />research is needed on this question. Likewise, <br />further research on policy/regulatory issues is <br />needed to estimate the potential future impact of <br />this area. <br />
