' <br /> <br />~ .r'. . ,.<'. <br /> <br />," <br /> <br />", .,', <br /> <br />.,' .': <br /> <br />." <br />:';:'\/. <br /> <br />RECORD OF PROCEEDING <br /> <br />';, <br /> <br />COMMITTEE REPORTS <br /> <br />LEGAL COMMITTEE: <br />Reise gave a report on the upcoming Court action involving Twin Lakes. and advised he <br />had arranged an informal meeting of interested p8:I'ties in his office on Monday, May 15, <br />1967, He stated he will be able to report to the Board at the June meeting relative to his <br />suggestions about this particular matter. <br /> <br />LEGISLATIVE COMMITTEE: <br />Chairman Dilley stated that there was nothing further to report on State Legislation other <br />than the fact that the Committee has been appointed and will proceed with the work required <br />by SB 407. He reported that the General Manager had attended the Central..Arizona Hear" <br />ings in Washington, D. C.. May 3,4, and 5. while there on other business, <br /> <br />ENGINEERING COMMITTEE: <br />Chairman Christy asked the Manager to report on a meeting be had with CSU and Division <br />of Commerce and Development officials, in Denver, OD May 10. Thomson stated he met <br />with James Miles, of Division of Commerce and Development, and Professor Morris <br />Skinner of CSU, relative to the Water Utilization Study compiled by CSU as a part of the <br />$15,000 investment of the Southeastern Colorado Water Conservancy District, He sald <br />the official population projection study will be avallable on June 1, and that CSU will be <br />able to have its water consumption projections for the Valley Communities ready by July l. <br />Thomson said he had consulted with James Ogilvie and both agree there is no overlapping <br />or duplications between the CSU Study, and the proposed Black and Veatch Study for the, <br />Pueblo Water Board. He reported OgilVie recommends that our Board favorably consider <br />the request~ from the Pueblo Water Board relative to the Study for Treated Water in the <br />Valley Pipeline. Christy commented relative to the Corps of Army EQgineer report that <br />we should know exactly what our legal position is before we offer too much encouragement <br />to th.~ Corps. He stated some of the area involved is outside of our District, and President <br />Nichols asked Attorney Beise to research the legal ram.1fications of this matter. <br /> <br />EDUCATION COMMITTEE: <br />Manager Thomson reported in the absence of Director Wagner. that he is in the process <br />of preparing copy for the brochures which were approved by the Education Committee. <br /> <br />PUEBLO WATER BOARD PROPOSAL <br /> <br />Thomson reiterated the comment from Project Manager Ogilvie that he feels there is no <br />duplication between the research being conducted by CSU and the research proposed by <br />the Firm of Black and Veatch" and that Ogilvie urges the Board to look with favor upon <br />the request for financial participa.ii.6n by the District. Ogilvie is of the opinion the in- <br />formation provided by Black and Veatch will enable the District and the Bureau of Reclam- <br />ation to proceed more rapidly on the Pipeline Program. Foster Burba, Executive Director <br />of the 'Pueblo Water Board, stated the Engineering Firm will need an expression from this <br />Board at the July 13 meeting. Milenski 8 aid he has detected some concern as to whether <br />the Valley Communities will want to participate in the Program because of the "estimated" <br />cost of the water. and construction. Young commented that the people cannot know <br />whether they are interested in it until we can present some positive facts and figures re- <br />garding costs. Nichols referred the matter to the Engineering Committee for a report at <br />our July meeting, <br /> <br />ELECTION OF OFFICERS <br /> <br />.,'.' <br /> <br />President Nichols read the by-laws which require the election of officers on an annual <br />basis. He asked Attorney Beise to preside. Beiae asked for nominations. and Past <br />PresIdent Young moved that all of the present Officers be re-elected for the ensuing year, <br />.and that a unanimous ballot be cast. Motion seconded by Dave Ciruli, and unanimously <br />carried. Officially elected were: J. Sid Nichols, President; Roy Cooper. Vice President.:; <br /> <br />. ~ <br /> <br />-3.. <br />
