RECORD OF PROCEEDING ';, COMMITTEE REPORTS LEGAL COMMITTEE: Reise gave a report on the upcoming Court action involving Twin Lakes. and advised he had arranged an informal meeting of interested p8:I'ties in his office on Monday, May 15, 1967, He stated he will be able to report to the Board at the June meeting relative to his suggestions about this particular matter. LEGISLATIVE COMMITTEE: Chairman Dilley stated that there was nothing further to report on State Legislation other than the fact that the Committee has been appointed and will proceed with the work required by SB 407. He reported that the General Manager had attended the Central..Arizona Hear" ings in Washington, D. C.. May 3,4, and 5. while there on other business, ENGINEERING COMMITTEE: Chairman Christy asked the Manager to report on a meeting be had with CSU and Division of Commerce and Development officials, in Denver, OD May 10. Thomson stated he met with James Miles, of Division of Commerce and Development, and Professor Morris Skinner of CSU, relative to the Water Utilization Study compiled by CSU as a part of the $15,000 investment of the Southeastern Colorado Water Conservancy District, He sald the official population projection study will be avallable on June 1, and that CSU will be able to have its water consumption projections for the Valley Communities ready by July l. Thomson said he had consulted with James Ogilvie and both agree there is no overlapping or duplications between the CSU Study, and the proposed Black and Veatch Study for the, Pueblo Water Board. He reported OgilVie recommends that our Board favorably consider the request~ from the Pueblo Water Board relative to the Study for Treated Water in the Valley Pipeline. Christy commented relative to the Corps of Army EQgineer report that we should know exactly what our legal position is before we offer too much encouragement to th.~ Corps. He stated some of the area involved is outside of our District, and President Nichols asked Attorney Beise to research the legal ram.1fications of this matter. EDUCATION COMMITTEE: Manager Thomson reported in the absence of Director Wagner. that he is in the process of preparing copy for the brochures which were approved by the Education Committee. PUEBLO WATER BOARD PROPOSAL Thomson reiterated the comment from Project Manager Ogilvie that he feels there is no duplication between the research being conducted by CSU and the research proposed by the Firm of Black and Veatch" and that Ogilvie urges the Board to look with favor upon the request for financial participa.ii.6n by the District. Ogilvie is of the opinion the in- formation provided by Black and Veatch will enable the District and the Bureau of Reclam- ation to proceed more rapidly on the Pipeline Program. Foster Burba, Executive Director of the 'Pueblo Water Board, stated the Engineering Firm will need an expression from this Board at the July 13 meeting. Milenski 8 aid he has detected some concern as to whether the Valley Communities will want to participate in the Program because of the "estimated" cost of the water. and construction. Young commented that the people cannot know whether they are interested in it until we can present some positive facts and figures re- garding costs. Nichols referred the matter to the Engineering Committee for a report at our July meeting, ELECTION OF OFFICERS .,'.' President Nichols read the by-laws which require the election of officers on an annual basis. He asked Attorney Beise to preside. Beiae asked for nominations. and Past PresIdent Young moved that all of the present Officers be re-elected for the ensuing year, .and that a unanimous ballot be cast. Motion seconded by Dave Ciruli, and unanimously carried. Officially elected were: J. Sid Nichols, President; Roy Cooper. Vice President.:; . ~ -3..
