<br />they approve of the Study, and indicating a Willingness to participate in the cost of the
<br />Study. in an amount not to exceed $500, 00. The letter also stated that CF&I is quite an..
<br />xious to know, as soon as possible. whether the District intends to pursue the finalization
<br />of the Agreement, and if not, we should 80 state. President Nichols advised that it is in-
<br />cumbent upon the Board to notify CF&I at a very early date whether we wish to proceed or
<br />not.

<br />Milenski reported that the reaction is almost lOOOJo in opposition in his area, due to the
<br />confusion surrounding the Proposal, and the fact that many Ditch Cornpany Attorneys are
<br />counseling against the Proposal because of the pOSSible effect of changing the direct de-
<br />crees and change of use.. He posed the question whether the District should expend funds
<br />for a Study in light of the open oppositIon,

<br />Nichols read a letter from the Firm of Woodward-Clyde-Sherard &. Associates, wherein
<br />they proposed two different studies, with a minimum cost of $450, 00 plus expenses and
<br />a m3.Jtimum cost of $1.200 pl>JB expenses. Everett mentioned that the Ditch Companies
<br />West of Canon City are withholding writing, pending receipt of additional information,
<br />Christy observed this matter W&8 brought up several years ago, and had become contro-
<br />versial because of the delay in action. Christy requested that h.e be relieved as Chairman
<br />of the Engineering Committee. Beise reported the question has been asked as to why
<br />the Ditch Companies had not been informed previous to the information two months ago.
<br />He said the matter had not been resolved to a point where something was available for
<br />presentation. Shoun stated he hasn't seen anything since the Board action in January to
<br />make him cha.nge his mind about going ahead with the Proposal. Beise urged that we not
<br />mislead CF&l and should not undertake the Study if the Board is not serious in conSidering
<br />the Proposal. McCurdy posed the question about what would happen if we pulled out, and
<br />the Directors surmised that CF&I would proceed with their own action. Dilley commented
<br />that if another Agency bought the water. they might do more damage to the River than if
<br />the District did. Christy said the proposals from the E~gineering Firm relate only to
<br />the Colorado Gulch Placer water, and that if a Study is made, it should include all of the
<br />:F'ilings.

<br />The Manager was asked to contact Engineer John Patterson by telephone, to see how much
<br />it would cost to perfect a Study on all of the water in question. Mr. Patterson advised
<br />that he was con!ident his Firm could render a. very cotnplete report for $1,800, plus
<br />expenses, McCurdy moved, seconded by Dilley, thst the Board authorize the Firm to go
<br />ahead with the complete Study involving all water in the CF&I Proposal, with the total
<br />cost not to exceed $2,500, Eleven Directors voted yea; Cooper voted no; and Christy ab-
<br />stained,

<br />CORPS OF ARMY ENGINEERS REPORT

<br />Manager Thomson introduced Colonel J. H. Hottenroth and Kurt Groepler, Jr" ol the Al-
<br />buquerque District Corps of Army Engineers. who were in Pueblo on their way to the
<br />Colorado Water Conservation Board meetIng in Canon City, Colonel Hottenroth gave a
<br />very brief report on current activities involving a Study of the Arkansas River between
<br />Pueblo and John Martin Dam, He stated the plans are in a form which will be submitted
<br />to the Dallas Division Olfice the first of June, He requested permission to bring the ap-
<br />proved plans back to this Board at either the,July or August meeting lor their review and
<br />discus8ion, He explained the proceedure which would be followed should the District elect
<br />to become a principle or partial sponsor of the Project, Christy requested that copies of
<br />the report be submitted to the District as soon as they are available, in order that the
<br />Directors might be able to research them prior to the ofllcial meeting, Several Directors
<br />asked questions regarding the program. and itls relationship to the Southeastern Colorado
<br />Water Conservancy District. Beise explained that the District is legally authorized to
<br />,participate, Nichols invited Colonel Hott;mroth to meet with the Board at either the July
<br />or August mesting to officially discuss the matter,
