The cily of Pueblo has
opposed lhe federallegislalion, slal-
ing it will have a detrimental effect
on plans to have enough water to
kayak on the river through down-
lown. The city is asking Pueblo
County to join in the opposition
that has thus far been successful in
stalling HR388 I in Washington,
County and municipal officials
from wesl, east and nonh of Pueblo
were present to hear and panicipate

1-
:2 ~
!g.~
~ Q)
~

\8E'~'
1,\/ _ ~o_
"I\~'~~
"'.~
5~
~

11\
11\
~
""
~
o
"%
o
-
o
'I,)

c
o
~
rf.J
~
Q)
~
cd
~
~Q)
;:j~
OO~
Q)~
~O
t: Q)
.,..-4 "d
~ ....-4
'" ' rf.J

r

~
~
Q)
~

'"

r:/J

,

in a presentation on the Preferred
Slorage Oplions Plan and critical
water resource needs for the future
of southeastern Colorado.

"I waOl you to really hear from
the regional interests," Steve
Arveschoug, general manager of the
Southeast Colorado Waler Conser-
vancy District, told the commis-
sioners. The District put together the
PSOP with Ihe suppon of 41 com-
munities, organizations and water
associations, In deve/Qping the plan,
Afveschoug said, recreation, envi-
ronmental and wildlife needs were
taken into consideration.

The plan has Ihree main cumpo-
nents:

. More effective use of existing
room in the reservoir. Even in a wet
year, Pueblo Reservoir has slorage
space available that is not being
used by Fryingpan-Arkansas Pro-
ject members, The legislation
would gi ve the Bureau of Reclama-
tion, which operates the reservoir,
the authority to contract with
municipalities and rent Ihat space.
In anlicipation of this permission,
Colorado Spriogs' Ulilities, Foun-
tain, Security. Florence, Salida,
Lamar, the Upper Arkansas Con-
servancy Dislricl, Canon Cily, Pon-

cha Springs and La JunIa have
requested a combined 38.425 alf of
slOrage from- Ihe 50,000 thaI gen-
erally goes u~used.

. Sludying the feasibilily of
adding new slorage 10 Pueblo
Reservoir and later Turquoise
Reservoir. To meet the projected
water needs of the basin, Pueblo
Reservoir would need to be
e.panded another 50,000 10 75,00
acre-feet. In time, Turquoise would
be e.panded_anolher 19,000 alf, If
e.panded, most of the eOlilies listed
above needing e.isling space would
ask for newly built space, Also
seeking new space would be Pueblo
West, Pueblo Board of Water
Works and Olero County, These
entilies predict needing 69,625 alf
of Ihe proposed 50,000-75,000
expansion.

. Limiti~g any further oUI-of-
basin transfers using the Fryingpan-
Arkansas system without approval
of SECWCD, ''The bill also lries 10
make an attempt to protect this
basin," Arveschoug told Ihe com-
missioners.

"We have been very thoughtful,"
Arveschoug slressed to Ihe com-
missio'ners in considering the
impacts of these changes,

Where opposition hurts
Five other representatives spoke
to the damage done to their inler-
esls if Ihe PSOP legislalion cOOlin-
ues ils holding pallern in Washing-
ton.
Joe Kelley, La Junta's director
of water and waste water treatment,
spoke on behalf of La Junia and the
communities that want to build a
conduit to carry municipal waler
from Pueblo Reservoir to Lamar-
a concept originally pan of the Fry-
ingpan-Arkansas Legislalion of Ihe
1960s. Kelley e'plained the
pipeline would eliminate transit
losses of precious water, improve
Ihe efficiency and performance of
e.isling water treatment plants, aod
make waste wale?'discharge clean-
er. The group can'l plan a conduit
without knowing how much water
il will carry, The' amounl of waler
Ihal can be purchased depends on if
the reservoir has room 10 keep it.
Kelley said the pipeline needs
18,000 alf a year to meet customer......./
demands - almost Iwice what is
now available in allotted project
water.
Terry Book, director of opera-
lions for the Pueblo Board of Water

Pleo,.
