<br />Pueblo Reservoir filled Ihe Pueblo
<br />County Commissioners' chambers
<br />Tuesday when Ihe valley - upper
<br />and lower - turned out to keep
<br />PuebJo County on its side.
<br />Pueblo CouOly in the pasl has
<br />supponed the fe-operation of exist-
<br />ing reservoir space to aJlow munic-
<br />ipal storage, as well as the federal
<br />legislation to ask the Bureau of
<br />Reclamation 10 study the expansion
<br />of the reservoir to accommodate
<br />water needs projected through
<br />2040. The cily of Pueblo has
<br />opposed lhe federallegislalion, slal-
<br />ing it will have a detrimental effect
<br />on plans to have enough water to
<br />kayak on the river through down-
<br />lown. The city is asking Pueblo
<br />County to join in the opposition
<br />that has thus far been successful in
<br />stalling HR388 I in Washington,
<br />County and municipal officials
<br />from wesl, east and nonh of Pueblo
<br />were present to hear and panicipate

<br />Arveschoug, general manager of the
<br />Southeast Colorado Waler Conser-
<br />vancy District, told the commis-
<br />sioners. The District put together the
<br />PSOP with Ihe suppon of 41 com-
<br />munities, organizations and water
<br />associations, In deve/Qping the plan,
<br />Afveschoug said, recreation, envi-
<br />ronmental and wildlife needs were
<br />taken into consideration.

<br />The plan has Ihree main cumpo-
<br />nents:
<br />
<br />. More effective use of existing
<br />room in the reservoir. Even in a wet
<br />year, Pueblo Reservoir has slorage
<br />space available that is not being
<br />used by Fryingpan-Arkansas Pro-
<br />ject members, The legislation
<br />would gi ve the Bureau of Reclama-
<br />tion, which operates the reservoir,
<br />the authority to contract with
<br />municipalities and rent Ihat space.
<br />In anlicipation of this permission,
<br />Colorado Spriogs' Ulilities, Foun-
<br />tain, Security. Florence, Salida,
<br />Lamar, the Upper Arkansas Con-
<br />servancy Dislricl, Canon Cily, Pon-
<br />
<br />cha Springs and La JunIa have
<br />requested a combined 38.425 alf of
<br />slOrage from- Ihe 50,000 thaI gen-
<br />erally goes u~used.
<br />
<br />. Sludying the feasibilily of
<br />adding new slorage 10 Pueblo
<br />Reservoir and later Turquoise
<br />Reservoir. To meet the projected
<br />water needs of the basin, Pueblo
<br />Reservoir would need to be
<br />e.panded another 50,000 10 75,00
<br />acre-feet. In time, Turquoise would
<br />be e.panded_anolher 19,000 alf, If
<br />e.panded, most of the eOlilies listed
<br />above needing e.isling space would
<br />ask for newly built space, Also
<br />seeking new space would be Pueblo
<br />West, Pueblo Board of Water
<br />Works and Olero County, These
<br />entilies predict needing 69,625 alf
<br />of Ihe proposed 50,000-75,000
<br />expansion.

<br />spoke on behalf of La Junia and the
<br />communities that want to build a
<br />conduit to carry municipal waler
<br />from Pueblo Reservoir to Lamar-
<br />a concept originally pan of the Fry-
<br />ingpan-Arkansas Legislalion of Ihe
<br />1960s. Kelley e'plained the
<br />pipeline would eliminate transit
<br />losses of precious water, improve
<br />Ihe efficiency and performance of
<br />e.isling water treatment plants, aod
<br />make waste wale?'discharge clean-
<br />er. The group can'l plan a conduit
<br />without knowing how much water
<br />il will carry, The' amounl of waler
<br />Ihal can be purchased depends on if
<br />the reservoir has room 10 keep it.
<br />Kelley said the pipeline needs
<br />18,000 alf a year to meet customer......./

<br />now available in allotted project
