The <br />authorizing legislation contains a statement of Federal responsibility, but there's never been a <br />plan to carry it out. <br /> <br />Committee members believed that the Minute was really a new treaty or an amendment to the <br />existing treaty. It went beyond the scope of a minute [an interpretation of treaty language].
