<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Interviews with Committee of Fourteen Members <br /> <br />After the Colorado River Basin Salinity Control Forum reviewed the draft of this report, the <br />members asked the author to interview six former members of the Committee of Fourteen who <br />had taken an active role in advising the Brownell and his Task Force in 1972-73: <br /> <br />. Floyd A. Bishop, who served as Wyoming State Engineer from 1963-74. <br /> <br />. Myron B. Holburt, who joined the Colorado River Board of California in 1965 and <br />served as its Chief Engineer from 1968-84. <br /> <br />. Daniel F. Lawrence, former Director of the Division of Water Resources, State of <br />Utah, a position he held from 1967 until his retirement in 1985. <br /> <br />. Raphael J. Moses, who became a member of the Colorado River Water Conservation <br />Board of Colorado in 1952 and served as its Attorney from 1959-76. <br /> <br />. Steve Reynolds, State Engineer and Secretary of the New Mexico Interstate Stream <br />Commission from 1955 until his death in 1990. <br /> <br />. Wesley Steiner, Director of the Arizona Department of Water Resources (and its <br />predecessor agencies) from 1969 to 1985, and Chairman of the Committee of Fourteen <br />during the Brownell era. <br /> <br />The interviews were to elicit their reactions to the draft report and their recollections of the <br />events that led up to the negotiation of Minute No. 242 and the passage of the Colorado River <br />Basin Salinity Control Act. <br /> <br />Sadly, Steve Reynolds died before we could arrange an interview, although he had seen the draft <br />report and made handwritten notes. I have reproduced these all-too-brief notes in this Appendix, <br />with references to points in the report indicated. <br /> <br />Phone interviews with the other five former Committee members, ranging in length from 35 <br />minutes to 1-1/4 hours, were conducted in May-July 1991. The interviews were semi- <br />structured, as the Forum had suggested a number of open-ended questions, but our discussions <br />ranged over a variety of topics. On the following pages, I have recorded my notes of these <br />interviews in narrative form, using each person's words as much as possible. Each one has <br />reviewed his narrative for accuracy; any remaining errors are the fault of the author. <br /> <br />B-1 <br />
