The reporting
process continues to improve with better definition of the

salt load reduction requirements and all the available

projects under study needed to meet the salinity objectives

of the Forum.

The 1986 Joint Evaluation Report carefully addresses

the existing process of establishing priorities for

implementation of the various control units. A procedure

for assessing the technical, social, political,

institutional, and legal uncertainities associated with

each unit is being re-evaluated by Reclamation. During the

preparation of the 1987 Joint Evaluation Report,

Reclamation should continue consul tation with the Forum and

Forum Work Group, describe the results of the evaluation

process and develop an implementation schedule forsal ini ty

control which is consistent with Forum policy and the

direotives of Congress.

The federal agencies should pursue adequate funding to

carry out the proposed salinity control activities

descri'bed in the 1986 Joint Evaluation Report.

The Council urges Reclamation and SCS to closely

coordinate with the Forum during the preparation of the

-4-
