These centralized <br /> <br />research.functions should remain in the Colorado River <br /> <br />Water Quality Office and should be funded under Plan <br /> <br />Formulation. <br /> <br />Bureau of Land Mana<<ement (BLM) <br /> <br />The Council believes that the BLM should concentrate <br /> <br />salinity efforts on the development of a comprehensive <br /> <br />program to minimize salt contributions to the Colorado <br /> <br />Ri ver Basin from natural resource lands as directed by <br /> <br />Congress in P.L. 98-569. The Council requepts the <br /> <br />opportuni ty to review and comment on the salini ty control <br /> <br />program andimplementatiollschedule prior to its submittal <br /> <br />to Congress. The Council continues to urge BLM to make <br /> <br />salinity control an objective in all land use planning, and <br /> <br />recommends implementation of all cost effective measures <br /> <br />identified in the plans, following consultation with the <br /> <br />Council. The Council notes that BLM has transferred <br /> <br />advanced planning activities for the Sinbad Valley Unit to <br /> <br />Reclamation. <br /> <br />-10- <br /> <br />~ , <br />
