(,'J <br />~ <br />c. ~.' <br />c..: <br /> <br />Section 2. <br /> <br />AQUATRAIN <br />April 1983 <br /> <br />.' <br /> <br />THE AQUATRAIN PROCESS <br /> <br />Responsibilities and Key Entities <br /> <br />The process being used to make AQUATRAIN a reality is as unique'as the <br />project itself. An unusual cOmbination of entities have cumulative responsi- <br />bility. The Federal Government, private industry, and the Colorado River <br />Basin States are combining talents and resources in AQUATRAIN planning. <br /> <br />A Cooperative Agreement dated November 11, 1982, signed between the Bureau <br />of Reclamation and Aquatrain, Inc. (a wholly owned subsidiary of W. R. <br />Grace & Co.) provides for joint investigation of the project. The study <br />will be conducted within the framework of applicable Federal and State <br />laws and regulation, as well as executive orders and administrative policies <br />as they relate to water resources planning and development. <br /> <br />Aquatrain, Inc., has agreed to: <br /> <br />1. Develop procedures for financing the non-Federal share of the project. <br />Note: It is envisioned that private industry will finance the <br />construction and the majority of operation and maintenance of the <br />AQUATRAIN Project. A portion of the savings in commodity transport <br />costs would pay the cost of salinity control. <br /> <br />2. Assume technology development responsibilities for the saline water <br />and coal transport system. <br /> <br />3. Seek to broaden participation in the project by including coal <br />users, transportation interests, and other coal producers. <br /> <br />The principal responsibility of the Federal Government in this investigation <br />is to represent and protect the public interest. The Depart.ent of the <br />Interior through the Bureau of Reclamation's Upper Colorado Regional Director <br />is responsible for: (1) overall project environmental analysis, (2) corridor <br />selection, and (3) obtaining Federal permits. The Bureau of Land Management <br />(BLM) will provide support to Reclamation throughout the planning process. <br />Specifically, BLM will assist in preparation of environmental studies <br />and rights-of-way identification. Other Federal agencies, including the <br />Fish and Wildlife Service and the western Area Power Administration, will <br />provide technical support during various phases of project planning. <br /> <br />The seven Colorado River Basin States, acting through the Colordo River <br />Basin Salinity Control Forum, have agreed to: (1) pursue needed Federal <br />legislation, and (2) address related State water rights issues. Members <br />of the Forum are also taking a lead in identifying procedures and a focal <br />point for coordination with other affected sectors of State government. <br /> <br />4 <br />
