<br />Allowances fOf committee members (comoensation. travel. oer diem. etc,): There will be no <br />Federal financial support for Council members who are employees of State or local governments, <br />Travel costs and per diem will, however, be paid to private citizens with such payments to be <br />governed by the Federal travel regulations. <br /> <br />.... <br />0') <br />N <br />00 <br /> <br />Estimated number and freauencv of meetings: The Council is expected to meet, to review <br />program activities and conduct related business, no less than once a year, with other meetings <br />called as deemed necessary by the Councilor the Designated Federal Official. <br /> <br />Termination date: The committee is subject to the provisions of the Federal Advisory Committee <br />Act (FACA), 5 U.S.C. Appendix 2 and shall take no action unless the charter filing requirements <br />of section 9 ofFACA have been complied with. Pursuant to Public Law 93-320, Title IT, as <br />amended, the Committee has the statutory requirement to remain active through the planning, <br />construction, operation, and repayment of the features and programs authorized under Title II. <br />However, the continuous operation of the Committee is subject to review and rechartering under <br />F ACA every 2 years. <br /> <br />Committee mernbershio: Membership on the Council is specified in the authorizing statute as <br />being comprised of no more than three representatives from each of the seven Basin States <br />(Wyoming, Colorado, Utah, New Mexico, Arizona, Nevada, and Califomia). The <br />representatives will serve at the discretion of the Govemors of the States involved, with the <br />membership balanced in terms of points of view represented and functions to be performed. The <br />Commissioner of Reclamation, or his representative, shall act as the Designated Federal Official <br />for the Council. <br /> <br />Subgrouos: The committee may establish such workgroups or subcommittees as it deems <br />necessary for the purposes of compiling information or conducting research. However, such <br />workgroups may not conduct business and must report to the full committee. <br /> <br />2 <br />
