<br />ATTACHMENT A <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL <br />ADVISORY COUNCIL <br /> <br />.- CHARTER <br />en <br />tv <br />-.J Official designation: Colorado River Basin Salinity Control Advisory Council. <br /> <br />Scope and objectives: The Committee will provide advice and recommendations to the <br />Secretaries of the Departments of the Interior (Interior) and Agriculture (Agriculture) and the <br />Administrator of the Environmental Protection Agency (EPA) on all matters relating to efficient <br />and timely planning and execution of salinity control measures and procedures specified in the <br />Colorado River Basin Salinity Control Act (Public Law 93-320, Title 11, as amended by Public <br />Laws 98-569, 104-20, and 104-127). <br /> <br />Duration: The Council shall remain active through the planning, construction, operation, and <br />repayment of the features and programs authorized under Title II. <br /> <br />Agencv or official to who the committee reports: The Council shall report to the Secretaries of <br />the Interior and Agriculture and the Administrator ofEPA. . <br /> <br />Bureau responsible for oroviding necessarY supoort: The Bureau of Reclamation (Reclamation) <br />shall coordinate the support activities for the Council. <br /> <br />Estimated annual operating costs: The estimated annual operating costs associated with <br />supporting the Committee's functions are estimated to be less than $5,000, including all direct <br />and indirect expenses. There are no FTE allocated as staff support. <br /> <br />Description of duties: By statute, the Advisory Council shall serve in an advisory capacity only <br />and shall: <br /> <br />a. Act as liaison between both the Secretaries of the Interior and Agriculture and the <br />Administrator of the Environmental Protection Agency and the States in accomplishing the <br />purposes of this title; <br /> <br />b. Receive reports from the Secretary on the progress of the salinity control program and <br />review and comment on said reports; <br /> <br />c. Recommend to the Secretaries of the Interior and Agriculture and the Administrator of <br />the Environmental Protection Agency appropriate studies of further proj ects, techniques, or <br />methods for accomplishing the purposes of this title; and <br /> <br />d. Review the allocation of salinity costs between the Upper Colorado River Basin Fund <br />established by section 5(a) of the Colorado River Storage Project Act (70 Stat. 107) and the <br />Lower Colorado River Basin Development Fund established by section 403(a) of the Colorado <br />River Basin Project Act (82 Stat. 885), <br /> <br />,< <br />
