16tj'S

.

Twin Lakes and Mt. Elbert Forebay (a single purpose storage facility for
pumped-storage peak power development) were operated for regulation of
Project and non-Project water on a service basis, as well as for the
operation of Mt. Elbert Pumped-Storage Powerplant.

Pueblo Reservoir was operated for regulation of Project and non-Project
water on a service basis, as well as for flood control, fish and
wildlife, and recreation purposes.

III. REPORT ON OPERATIONS OURING WATER YEAR 1985

A. Ruedi Reservoir

Ruedi Dam is located on the Fryingpan River on Colorado's western
slope. The reservoir provides replace'1lent storage for out-of-priority
depletion by the Project. Additional storage water is available for
sale to meet municipal and industrial w~ter needs in western Colorado.

Construction was completed in May 1968. The reservoir has a total
capacity of 102,300 acre-feet. The spillway on the right abutment is
uncontrolled with an ogee-type crest and has a total release capability
of 5,500 cubie feet per second.

Storage in Ruedi Reservoir coming into, water year 1985 (September 30,
1984) was near capacity at 100,300 acre, feet. By mid-October the reser-
voir release was increased to 175 cubi'c feet per second to accompl ish
winter drawdown. This release rate wasi maintained unti 1 mid-April when
it was increased to 250 cubic feet per ~econd to bypass spring snowmelt.
During May and June, releases were furt, her adjusted to assure refi 11 of
the reservoir by early July. The maximum daily release occurred on
July 16 at 1,100 cubic feet per second. Thereafter, releases were
adjusted to stabilize the reservoir water surface elevation about 2 feet
below the spillway crest. The maximum ,reservoir content reaehed during
the year was 101,700 acre-feet on July ~2.
,
The reservoir maintained a relatively qonstant elevation throughout the
remainder of the water year. The inf1;ow slowly declined to approxima-
tely 100 cubic feet per second on September 30, 1985.

During water year 1985, no requests were made for releases of stored
water by the storage contract entitie~. The content on September 30,
1985, was 93,160 acre-feet.
