<br />. <br /> <br />164,j <br /> <br />ANNUAL OPERATING PLAN <br />FRYINGPAN-ARKANSAS PROJECT, COLORADO <br />WATER YEAR 1985 OPERATIONS <br />WATER YEAR 1986 OUTLOOK <br /> <br />I. GENERAL <br /> <br />This report is the 17th Annual Operatin9 Plan for the Fryingpan-Arkansas <br />Project (Project). The Project is essentially eomplete and consists of <br />federally owned dams, reservoirs, conduits, tunnels, pumping plants, a <br />pumped-storage powerplant, electric transmission lines, substations, and <br />other facilities. These features are located in the Fryingpan River and <br />Hunter Creek drainage areas of the Colorado River Basin and in the <br />Arkansas River Basin in central and southeastern Colorado. <br /> <br />. <br /> <br />These extensive works provide orderly and beneficial use of water for <br />irrigation, hydroeleetric power generation, municipal and industrial <br />uses, flood control, and other incidental benefits, such as fish and <br />wildlife preservation and reereation. <br /> <br />This report provides the bas i s for i nereased cooper at i on and under- <br />standing among all concerned with the coordinated operation of the <br />Project. The report has two main parts. The first part reports the <br />results of actual operations in water year 1985 (October 1, 1984, to <br />September 30, 1985). The seeond part presents operating plans for water <br />year 1986 (October 1, 1985, to September 30, 1986). <br /> <br />The most probable condition of water supply was used in establishing the <br />general plan for future operations. This condition of water supply was <br />derived by statistical analysis of historieal water supply data. After <br />review of the monthly snow surveys prepared by the Soi 1 Conservation <br />Service, the plan will be revised based on the projected water supply. <br /> <br />The Projeet was authorized under Public Law 87-590, 87th Congress, <br />H.R. 2206, on August 16, 1962. This law provides that the Project will <br />be operated under the Operating Principles adopted by the state of <br />Colorado on April 30, 1959, as amended December 30, 1959, and <br />December 9, 1960. These Operating Prineiples were published by the 87th <br />Congress, 1st Session, as House Document 130. <br /> <br />II. PROJECT FEATURES IN OPERATION DURING WATER YEAR 1985 <br /> <br />. <br /> <br />Ruedi Reservoir was operated for flood control, recreation, and fish and <br />wildlife purposes. Ruedi water was available for sale on a year-by-year <br />bas is, under temporary eontraets based on present needs, and for the <br />four long-term eontraet holders. <br /> <br />Turquoise Lake was operated for regulation of Project and non-Project <br />water on a service basis, as well as for incidental fish and wildlife <br />and reereation purposes. <br /> <br />1 <br />
