.

- (~ c.... ..
1 u \J lJ

B. Ruedi Reservoir

Ruedi Reservoir will be operated in water year 1986 to eontro1 the
spring runoff which is projected to be 182,400 acre-feet based on the
highest year of the previous 5 years of record. In addition, Ruedi
inflow wi 11 be inereased by 56,400 aere-feet, the average runoff year
imports from the Fryingpan River Basin minus the Hunter System, as there
is basically no storage space available in the Arkansas River Basin.
The reservoir wi 11 provide maximum storage for use by recreational
interests to enhance fish and wildlife and make on-demand releases of
contracted water. This is an interim plan until a long-term market is
developed for all the available stored water. Short-term sales may be
made on a year-to-year basis as the need develops for water.

The p1 anned releases from Ruedi Reservoir are for about 100 cubic feet
per second in October, then increase to 200 cubic feet per second until
the end of April which would draw the reservoir down to an elevation of
7702 feet. However, based upon the type of runoff season indicated by
monthly snowpaek data, the outflow from the reservoir and the target
elevation may be adjusted. Monthly estimates of probable inflow would
be made following the February 1 through May 1 runoff forecasts.

.

The minimum release requirements, as deseribed in the operating prin-
ciples, are 39 cubic feet per seeond from November 1 through April 30
and 110 cubic feet per second from May 1 through Oetober 31 or native
inflow, whichever is less. These flows include water from Roeky Fork.

Recreat i on interests reques ted that the reservoi r water 1 eve 1 not be
drawn down below elevation 7706 feet (53,100 acre-feet), which is 2 feet
above the bottom of the Forest Service boat ramp. The operation as
described above may require drawing the reservoir below the 7, 706-foot
elevation this year.

The Operating Plan indieates that the reservoir will be filled by about
July 3, thus providing recreational benefits during the sunmer months.
Sports fishing on the Fryingpan River below Ruedi Dam during May,
June. and July may be slowed due to high flows in the 600 cubic feet
per second to 800 cubic feet per second range. After July 3, the
Operating Plan is to maintain the reservoir as near as possible to
elevation 7764 feet (2 feet below the spillway crest) until it is
necessary to draw the reservoir down for downstream demands or for
storage of the spring runoff. The Colorado Division of Wildlife has
requested that the minimum outflow be maintained at 100 cubic feet per
second from September 1 through November 15 to enhance the downstream
brown trout spawning. These flows can be maintained under normal con-
ditions.

.

If water is sold to entities downstream, the outflow from the reservoir
wi 11 be adjusted to the s ituat i on at the time of deli very and wi 11 be
included in the overall operation.

17
