The old Southeastern Colorcdo Water Development

Association was very active and very efficient cnd enQr~etic

in its support of the Fryingpan Project. The first president

was Damian P. ~ucy of Pueblo ana he WaS later succeeded by

Charles Boustead, also of Pueblo. rrequent trips were made

to ~ashington by Mr. Cucy, Mr. Bousteod, Mr. Hoog, Mr. Christy

and athers that I won't toke the time to mention here. The

purpose of these visits was to create on interest in the pro-

ject and to try to dissipate the opposition thct hea developed

to the project. As I stated, it become 0 very unpopular

project; some of my ~embers of the House, myoId friend, in

o joking way used to laugh about the Frying~an Project when

they would see me because they cssociated me with the Project,

But these who came to WaShington, not only at the time of the

hearings, but came frequently, were very, very helpful in

making friends for the Project and in overcoming this opposi-

tion; it took time ta do it and then the Southeastern Colorcdo

Water Conservancy District was formed, that put in the lond in

the district which would proflt, benefit by the water that

we're goint to get. The first president was Mr. J. Selby

Young of El Paso County and I believe th~t was one of the

first times that anyone from EI Poso County hod ceen officially

and formally recognized, although they hod been very active in

their support. Mr. Young made 0 very able and copable presi-

dent and carried on the affairs of the district in a very

fine m~ner which helped 0 great decl in getting the Project
