Mr. Chenoweth, we will oiscuss the Fry- <br />ingpan-Arkonsas Project and your participation in this in <br />Congress: would you tell us about the legislative history <br />of the Fryingpan-Arkansas Project and your knowledge of the <br />start of this through the Congress. <br /> <br />Mr. Chenoweth: ~ome hove been kind enough to call me the <br /> <br /> <br />Father of the Fryingpan-Arkansas Project. _____ <br /> <br /> <br />My first connection was not with the Fryingpon-Arkansas <br /> <br /> <br />Project, for that was unknown. 1 first went to Congress in <br /> <br /> <br />1941. The campaign of 19'0, I recall very well that I usee <br /> <br /> <br />in my campaign visits here wus that I was for the tronsmoun- <br /> <br /> <br />toin diversion of surplus water from the western slope to <br /> <br /> <br />the eastern slope. I stress the word "surplus" becaus.-e that <br /> <br /> <br />was 011 that we intended to take; we didn't want to toke any <br /> <br /> <br />water that the western slape was using beneficially for them- <br /> <br /> <br />selves. I remember after the election in 1940, Miss Vena <br /> <br /> <br />Pointer, 0 prominent Pueblo attorney, who was in the office <br /> <br /> <br />and associated with A.W. McHendrie one of the outstcnding water <br /> <br /> <br />lawyers of Colorado and the entire west " took me to the Thatcher <br /> <br /> <br />Building, I mean the Federal 6uilding, to interview an engineer <br /> <br /> <br />for the Bureau of Reclamation who at that time was working on <br /> <br /> <br />o survey of the feasibility of bringing water from the western <br /> <br /> <br />slope to the eastern slope of Colorado down the Arkansas River. <br /> <br /> <br />At that time, of course, no one talked anything about 0 Frying- <br /> <br /> <br />pan-Arkansas Project or any other specific project; he was <br />
