To take advantage of high spring flows, aerial photos were taken of the Green, Colorado and
Gunnison rivers during peak flows of 1993, 1994 and 1995. The photos are being used to
determine the extent of flooding that occurred for given flows, and the relative flood-ability
of different flood plains,

During 1995, a conceptual framework for the habitat restoration program was developed.
This framework lists program objectives, questions to be answered and hypotheses to be
tested. Other accomplishments are as follows:

A land acquisition plan was developed for the Green River, identifying options for
acquisition of interests in privately-owned flood plain properties from willing
participants. The plan identifies flood plain areas targeted for acquisition and
restoration and describes the approaches to be used. A similar plan will be developed
for the Gunnison and Colorado rivers in 1996.

A levee removal evaluation strategy was developed, evaluating areas that currently
flood as well as describing the reach-specific approach to be used for evaluating flood
plain restoration results.

A first draft basin-wide monitoring/evaluation program was developed. This program
will include written protocols for monitoring endangered razorback suckers, non-native
fish populations and the river ecosystem.

A draft flood model report was completed for a 16-mile portion of the Green River in
the Ouray National Wildlife Refuge and a nine-mile stretch through Canyonlands
National Monument. The reports are to estimate the amount of flooding that would
result from various river flows and will help determine the amount, duration and
frequency of flooding that occurred before Flaming Gorge Dam and other water
projects existed,

A report completed on possible Green River flow easements on land that could be used
as razorback sucker habitat. The area targeted is a 80-mile stretch from Dinosaur
National Monument above Jensen, Utah, downstream to Pariette Draw, which appears
to be good habitat for razorbacks. Easements would be acquired from willing
landowners only.

A synthesis report was completed on contaminants screening of 24 sites that could be
used as habitat for razorback suckers. The report will be used to help determine which
areas are feasible for restoration.

The FY 1995 annual report and FY 1996 work plan for flood plain habitat restoration are
available from Pat Nelson,

3
