<br />Ruedi Reservoir water contract <br /> <br />For the last six years Reclamation has provided 10,000 acre-feet of water to enhance habitat <br />conditions for endangered fish species in the IS-mile reach. This arrangement came about as <br />a condition of the biological opinion issued by the Fish and Wildlife Service in 1987 on <br />water marketing from Ruedi and Green Mountain reservoirs. An additional 10,000 acre-feet <br />- for a total of 20,000 acre-feet - also was made available on a year-to-year basis in 1991 <br />through 1995 following an agreement by Reclamation, the Service and the Colorado Water <br />Conservation Board. <br /> <br />Also, beginning in the late 1980s several blocks of water from Ruedi and Green Mountain <br />reservoirs have been sold for municipal and industrial use. When current "Round 11" water <br />sales have been completed, the Service, Reclamation and state of Colorado agreed to develop <br />an agreement for about 15 years to use up the reservoir's remaining uncommitted water for <br />endangered fish. This agreement will accommodate environmental commitments agreed to by <br />Reclamation in the Environmental Impact Statement on the Round II sales and any constraints <br />of the reservoir's authorizing legislation, If flow recommendations for the 15-mile reach are <br />met from other sources during the interim agreement, additional water from Ruedi beyond <br />the original 10,000 acre-feet would no longer be needed. At the end of the interim <br />agreement, Reclamation may pursue additional water sales, regardless of whether flow <br />recommendations have been met. These sales would be subject to review under section 7 of <br />the Endangered Species Act. <br /> <br />Concerns about repayment of Ruedi construction costs to Reclamation were raised during the <br />initial discussions of the interim agreement. Specifically, Reclamation expects the project <br />costs, now estimated at about $18 million and expected to grow to $36 million in the next 15 <br />years, to be repaid. However, the state of Colorado is concerned that at the end of the <br />interim contract the water may no longer be affordable to Western Slope users because of the <br />high repayment costs. As a result of these issues, Reclamation, the Service and state of <br />Colorado will have agreed to enter into a one-year contract for up to an additional 21,650 <br />acre feet of water for 1996 and 1997. During this time, the parties will attempt to resolve the <br />issues involving repayment of the project and to enter into a longer-term agreement for <br />remaining Ruedi Reservoir water by December 1997. <br /> <br />Action: <br /> <br />Public meetings to be held to discuss Ruedi releases and the one-year agreement <br />to provide up to 21,650 acre feet of water from Ruedi Reservoir.
