Transmittal

1. Herein is presented my report describing the plan of stage develop-
ment proposed for the Conejos Division of the San Luis Valley Project,
Colorado. The project, as described in House Document No. 693, Seventy-sixth
Congress, third session, was authorized for construction Apr:l.l 10, 1940, and
the Congress first appropriated funds for the project by the Interior
Appropriation Act of 1941. I reoommend that you present this supplemental
report for appropriate departmental action with the view of obtaining approv-
al for immediate construction of the Platoro Unit of the Conejos Division of
the project.

Authority for the Report

2. This report was prepared under the general authority of the Federal
Reclamation Laws (Act of June 17 1902, 32 Stat, 388, and acts amendatory
thereof or supplementary thereto~ an4 under the specific authority of the
Congress in the Interior Appropriation Act of 1941 (Act of June 18, 1940,
Ch. 395, 54 Stat. 406), the applicable portion of whioh I quote:
