Repayment ability of the <br />irrigable lands within the District b suffioient to meet the required annual <br />charges. Full repayment of' the reimbursable costs 9f' the Platoro reservoir <br />can, therefore, 1m expeote4. !rhe water users have expressed their 'I'Iillingnesl <br />to repay such costs over a period of 40 yearS. <br /> <br />l,"~,' <br />(~j <br /> <br />32. The water supply at the Platoro site is adequate to provide the <br />presently needed regulation. <br /> <br />33. The area is adapted to irrigation agriculture. <br /> <br />34. Award of contract for initiation of oonstruction could be made <br />within 100 days of receipt of authority to proceed. It is recommended I <br /> <br />(a) That Departmental approval be obtained for the immediate <br />construction of 11>la toro Reservoir as the first stage in the develop.. <br />ment and conservation of the water resouroes of the Ccinejos River; <br /> <br />(b) That 60 percent ot the oonstruotion oosts of the reservoir <br />be allocated to irrigation and be repaid by the 1']l3.ter use:l;'s; <br /> <br />(0) That 40 percent of the construotion oosts of the reservoir <br />be allooated to flood oontrol and be borne by the Government; <br /> <br />(d) That repayment of that portion of the construotion OOf/ts <br />allocated to irrigation be returned to the Government in 40 annual <br />installments without interest, the first installment beooming due and <br />payable at the end of the fifth year after oonstruction has been CoJDoo <br />pleted. <br /> <br />(e) That the Government operate and maintain the reservoir until <br />such time as the water users organization and the Secretary of the <br />Interior find it desirable that the water users assume this responsibil- <br />ity; <br /> <br />(f) That the water users pay to the Government 60 peroent of the <br />cost of operation and maintenance during the period the reservoir is <br />operated by the Governmentl <br /> <br />(g) That at the time operation am maintenance of the reservoir is <br />assumed by the water users, am, thereafter, until full repayment has <br />been acoomplished, 40 percent of the annual operation and maintenanoe <br />cost be applied as a credit on the annual repayment installment. <br /> <br />A ttaohments - <br />Resolution <br />Substantiating Materials 8 <br /> <br />Wesley R.
