. .

-7-

., .

quality protection standards which would ban the construction of giant
coal-fired power plants in the West. The Club recently won a lawsuit in
Washington, D.C. when a federal judge on May 30 directed William D.
Ruckelshaus, administrator, EPA, to protect clean air. EPA is appealing
the decision to test the law.

The Sierra Club also recently adopted a resolution urging that EPA

suspend ,construction of the Jim Bridger power plant near Rock Springs,

Wyoming until it can be ensured that the plant will comply with the latest
federal air pollution standards. H. Anthony Ruckel, attorney for the Club,
said "if no action is taken within 60 days the Club will sue in a federal

district court."

Regarding the power plants in the Four Corners area, the Sierra Club

proposes limiting the power plants to a 40 megawatt combined production

as compared to their current potential of 2,000 megawatts. "We just don't

feel that the use of coal in this way to generate power is acceptable,"

said Larry Moss, vice president of the organization.

A Denver natural resources specialist who served on the old Colorado

Water Conservation Board Colorado River Advisory Council said the

ironical part of the controversy is that in 1965 Sierra Club officials

appeared before the House Subcommittee on Irrigation and Reclamation and

opposed power dams in Grand Canyon as a phase of the Central Arizona Pro- \

ject. "It was their, recommendation that steam plants for power generation \

be substituted in their stead, and they cited the Shiprock Four Corners Plant\
as an economical example," he said.

ITEMS IN BRIEF

Controversy became the pattern of the hearing recently held on th~
proposed Flat Tops Wilderness Area in northwestern Colorado. Governor~
John Love apposed the inclusion of 10,000 acres on the South Fork of t~
White River as this area is needed to develop the region's water re- 00
sources. P. T. Barrows, Colorado Division of Wildlife chief of environ-
ment, testified that the 10,000 acres in question should be managed as a
de facto wilderness until such time that water is required.
