A day long meeting was held in Denver on
July 26, to review the observations and recommendations preparatory to sub-
mitting specific reports to the membership. A second meeting was held in
Denver August 16, to further refine the reports. Action taken by the members
of the Congress at the September meeting will be submitted to not only the
National Water Commission, but also to Governor John A. Love, members of the
Colorado General Assembly, and officials of water agencies in the state.

The timeliness and importance of the September meeting cannot be over empha-
sized, and I urge you to plan to attend. The National Water Commission has
been directed by the Congress of the United States to submit a Proposed
National Water POlicy early in 1973, and you can be assured such a Policy will
affect future Colorado water policies and programs. Further, recently adopted
water laws in Colorado, and suggestions for further changes, will also affect
use of water resources in Colorado in the immediate and long-range future.

Your Colorado Water Congress is the only water organization which represents
all types of users in all parts of Colorado. It was created in 1958 at the
request of water users to, among other things, "Secure full development of
all our available water resources, grounding our actions upon the fundamental
proposition that equity must be done to and among all areas in the State".

Prior to the meeting September 19, we will send you a letter setting forth
subjects to be covered for official action by the members of the Congress.
We urge you to attend, and ask that you notify our office as to how many
reservations you will need for the luncheon which will conclude the business
meeting. A top official of the National Water Commission will be the keynote
speaker and the Honorable John Vanderhoof, Lt. Governor, State of Colorado,
will be our luncheon speaker, and will give us his frank observations about
"Colorado Water - Colorado's Future".

Charles L.
