Box 1538
Albuquerque, J.IIew Me~co

Dear Sir:

Your "Report on Survey for Flood Control Purgatoire (Picket
Wire) River, Colo~o", forwarded to this office in accordance with
Federal inter-agency policies and procedures, has been reviewed and
the following comments are offered for your consideration:

(1) MuniciPal and industrial water supply aspects of the
proposed Trinidad Reservoir have been considered adequately
in the proJect plans. Although the present water supply of
Trinidad is ,adequate for present and some :rt;ture increased
demandS, the possible future use of the impoundment asa
source of public water supply can be regarded as an induce-
ment for urban and industrial development.

(2) No consideration has been given to the possible benefits
to pollutiol). abatement, at and below Trinidad, that lnight
result :frOm ,water releases from the reservoir. ' The existing
facilities for treatment of sewage from Trinidad are adequate
for present pollution control requirements and it is impracti-
cal to foresee the need' for dilution water from the impound-
ment as a supplement to waste treatment.

(3) The location of the proposed impoundment (4 lniles upstream
:frOm Trinidad) and the general topography and climate of the
area are ,such that 1IIOsqui to breeding in the reservoir is ex-
pected to be of lninor importance. However, in the irrigated
areas downstream from Trinidad, 1IIOsquito,.borne encephalitis
is ,endelnic. and mosquitoes appear in the Purgatoire River
valley in sufficient numbers to be a serious pest of man and
livestock. It is recommended that reference to the problem
be included in the report to ,the effect that, while mosquitoes
and mosquito-borne diseases are not serious problems in the
'area at,the present time, provisions for necessary mosquito
controlllleasures will be considered ,in the proJect plans.

Sincerely yours,

~~-/1.

E.
