.

.

.

0910

Distriot Engr, Albuquerque

January 13,1953

during the non-irrigation seas,on whioh inoludes Dedember, the month .of '
peak pCMer demaIil. The winter releases then, oouJ.d, be diverted to and
stored in Model Reservoir for release during the next irrigation season. '

13. More detaUed studies would be required by the agencies
conoe:rnedin order to determine the practicabUity of the reservoir opera.-
tion discussed in the preceding paragraph. SUch studies have not been
made fo:r inclusiOn in these comments. However, they me;y be warranted at
some future time in order to determine whether the 8lllount of dependable
capacity produoed by the winter releases will have sufficient value to
achieve economic feasibUity of the potential hydroelectric installation.

14., In view of the fo:regoing discussion it is concluded ,that
water power development at the Trinidad,Reservoir Project would not be
feasible at this time. It is understood that the outlet works for the
proposed reservoir, could be modified without difficulty for installation
of pCMer faoilities, in the event a power installation of 1,000 to 1,500
kilowatts capacity me;y later appear justified. Therefore, it is suggested
that the power potent;ali ties of the Trinidad Reservoir Project be. re-
examined after the project is constructed, contingent on a mo:re favorable
water supply 'far dependable power production, and on the power needs whiCh
me;y ex:l.!1t at that time.

The preceding comments are submitted at field level without
prior approval by higher authority am., therefore, are not to be con~
sidered tbeofficial opinion of the Federal Power Commission.

This opportunity for cooperative eXamination of the devel~
ment possibUities in, conneotion with the Review Report on the Purgatoire
River is appreciated, In accordance with your request the draft copy of
the report in four volumes is returned herewith. We ere desirous of
receiving a copy of the review report 'When published in final form.,

Very truly yours,

~~~~e.
Wilbur F.
