<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />0896 <br /> <br />Mr. Frank Bell, District Engineer, Surface Water Branch, <br />Denver, Colorado, comments as follows: <br /> <br />"The flood control features of the project were determined <br />by the Corps of Engineers and the irrigation phases were <br />investigated by the Bureau otRecl_tion. Both agencies used <br />all available stream flow records in their studies......The <br />Corps of Engineers determined the average annual water supply <br />at the Dam site would be 57,810 acre-feet and the Bureau ot <br />Recl_tioD determination is 65,100. ' The Engineer eliltimate <br />is believed to be conservative......... <br /> <br />*_*MUUU <br /> <br />"The repo;rt contains a tabulation of all flood peaks above <br />15,000 cfs during the period 1921-50, and the frequency study <br />is based upon this and data for prior years. In connection <br />with the couipilation of gaging station records in the Al'kansas <br />River basin, subsequent study may necessitate revision of SODle <br />of the peak discharges previously published. It is not <br />believed that such revisions as may be made will seriously <br />atf'ect the flood frequency studies contained in this report." <br /> <br />,Mr. Bell also says, "The report presents no data to indicate <br />the etfect of the proposed project on the flow of the Al'kansas River...." <br />It is the feeling of Mr. Bell that the Arkansas River Compact <br />Administration would be concerned with this matter. <br /> <br />The Geological Survey concurs. in the ,report's .recommeDdations <br />that existing stream gaging stations on the streams be continued, <br />that additional stations be established, and that quality records <br />be obtained at two existing stations. It further concurs in the <br />recOlllllleDdation that :funds be appropriated to Interior Department <br />Geological ~urvey to finance these basic investigations. It is <br />recommended that, should appropriations not be made to the Geological <br />Survey in: a sutf'icient amount, that the sponsoring agencies of the ' <br />project finance the 'stream flow investigations until sufficient :funds <br />are 8'ppropriated to the Geological Survey. <br /> <br />The report does not mention, the requirements of facilities to <br />measure inflow to and outflow from the proposed reservoir, but it <br />is understood that such facilities are, included in the project. <br />It is recommended, ho~ever, that recommendations for these facilities <br />be specified. <br /> <br />The Geological Survey will be pleased to work with your <br />agency in properly coordinating all basi'll- data programs required <br />for this project. <br /> <br />Very truly yours, _' <br /> <br />-r~' /~~ <br /> <br />Tr:I: c 11 <br />Region ~resentative <br /> <br />~c: Frank ~ll S.
